Following are my comments and recommendations for your consideration:
1. Due to the narrow widths of Crystal Bay Road and the shared driveway, the applicant and his
contractors must be vigilant in ensuring demolition and construction activities do not impair others in
accessing adjacent properties.
2. Since the applicant will be required to export demolition materials and import fill to achieve
proposed grades, the City should consider the following:
a. The Applicant should confirm with the City Engineer acceptable hours of truck hauling and
provide documentation on the haul route to be used. Acceptable hours and haul route should be
approved prior to the removal of demolition materials or importing of any fill.
b. The City Engineer should inspect roadways on haul route and the shared driveway prior to and
following completion of work to determine whether adverse impacts have occurred. The
applicant should be responsible for the repair to roadways for any adverse impacts.
3. The siltfence should be installed and inspected by the City prior to any land disturbing activities.
The contractor must provide 24 hour notice prior to inspection.
4. If the mature oak tree on the east side of the property is damaged during demolition or construction,
planting of a replacement tree should be coordinated with the City.
5. A financial security of$3,000 from the Applicant is recommended for erosion control and
engineering oversight. The financial security is intended to provide protection in the event that it
becomes necessary for the City to install or maintain erosion and sediment control within the project
area and covers the cost of vegetation re-establishment if the applicant is unable to follow through
with the conditions of approval.
6. The applicant will be required to obtain Minnehaha Creek Watershed District(MCWD)approval and
permitting for their Erosion Control Rule. A copy of any approved permits should be submitted
prior to any land alte►•ing activities.
Please let me know if you have any questions or need additional information.
Sincerely,
BOLTON & MENK, INC.
8C 0G e
Robert E. Bean,Jr., P.E.
Water Resources Engineer
