. � � � c�t� o� oR,oNo <br /> • � � RESOLUTION OF THE CITY COUNCIL <br /> � NO. 2248 <br /> • - • • <br /> SPECIAL COMMENDATION <br /> MARR MORAN <br /> WHBREAS, Mark Moran has been a Patrol Officer with the City of <br /> Orono since August 1986; and <br /> WHEREAS, Mark Moran has been a Police Officer in Medina and Hazen, <br /> North Dakota since August 198PJ; and <br /> WHEREAS, Mark Moran has been involved in numerous burglary <br /> investigations, a criminal sexual conduct case, numerous theft by check <br /> cases, narcotics arrests, etc., during the past year; and <br /> WHEREAS, Mark Moran has received five letters of appreciation from <br /> the Police Department and the City Attorney; and <br /> WHEREAS, Mark Moran, while on routine patrol, stopped a vehicle <br /> for an equipment violation, and subsequently arrested the driver , Gene <br /> � Robert Zahl of Orono, for driving under the influence. A search of the <br /> vehicle prior to being impounded revealed a small amount of cocaine and <br /> drug paraphernalia. As a result of further investigation, Officer Moran <br /> put together and conducted a search warrant on the home of Mr. Zahl , and <br /> subsequently recovered 25.1 grams of cocaine. Cocaine of one gram weight <br /> sel ls for $ 10P1-$ 150 on the street , bring ing value of this cocaine to <br /> approximately $$2,5�0 to $3,8P10. Through the efforts of Officer Moran, Mr. <br /> Zahl was charged by the Hennepin County Attorney's office with DWI, <br /> possession of a controlled substance - Schedule II, unlawful possession <br /> with intent to se 11 a controlled substance - Schedule II and wil 1 be bil led <br /> about $14l,0�� by the State Department of Revenue for not having appropriate <br /> tax stamps for the controlled substances. <br /> • NOW, THSREFORE BE IT RSSOLVED, that Officer Moran be commended for <br /> his dedication, investigative skills, and initiative iri furthering the <br /> Department's objectives in making the Orono Police jurisdiction a secure <br /> community. - <br /> Adopted by the City Council of the City of Orono, Minnesota, at a <br /> regular meeting held August 10, 1987. <br /> Jam s .
