MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON DECEMBER 11, 1995 <br />( #25) 1996 POLICE OFFICE SUPPORT STAFFING . <br />Moorse reported that temporary work assignment changes were made in August of 1995 <br />to handle the administrative work load for the Acting Chief with no current Lieutenant. <br />These changes were made on an interim basis and are up for review at this time. Moorse <br />said the changes have been working well and requested to continue the staffing changes <br />through 1996. This request also includes an increase in pay for one police office support <br />staff to reflect the additional responsibilities and full -time position. <br />Callahan moved, Goetten seconded, to approve the extension of the temporary <br />appointments of Sue Bobzien and Kris Knollenberg through 1996, and to increase the <br />pay rate of Kris Knollenberg to $11.03 per hour. Vote: Ayes 3, Nays 0. <br />( #26) SELECTION OF LOCAL BOARD OF REVIEW MEETING DATE <br />Callahan moved, Jabbour seconded, to select the date of Wednesday, April 24, 1996, at <br />7:00 p.m., for the 1996 Local Board of Review Meeting. Vote: Ayes 3, Nays 0. <br />( #27) EXTENSION OF PROSECUTION SERVICE CONTRACT <br />Moorse reported that this item is in regards to an extension of the prosecution service <br />contract with the City of Minnetonka. <br />Callahan asked if there was an increase in the cost. Moorse responded that there was an 41 <br />increase from about $32,000 to $35,000. Although this is a significent increase for one <br />year, Moorse said there has been little increase over the past four years. The City of <br />Minnetonka reviewed its workload related to the cities it serves, and reallocated costs on <br />that basis. <br />Jabbour asked if the contract approval could be subject to reexamination if the work of <br />police administration result in improvements to allow for easier and quicker caseloads. <br />Moorse said the work of the police chief does not impact the time spent on the case. <br />Callahan asked if the cost was determined by time spent on cases or the cost divided up <br />amongst the cities. Moorse said the cost was divided, but the divided cost was <br />determined by looking at the number of cases. Jabbour said if the hours spent on cases <br />and process improved, he would like to see a credit returned to the City on costs. <br />Callahan asked if this was a reasonable way of going about determining the cost process. <br />Moorse said other cities felt the process was reasonable. Callahan noted that the cost to <br />the other cities had decreased. Moorse felt the cost was reasonable considering the <br />original cost and the low increase over a four year period. Jabbour noted that the City of <br />Minnetonka was doing a good job for Orono. <br />Callahan moved, Jabbour seconded, to approve the Prosecution Agreement with the City <br />of Minnetonka for the years 1996 -1997 at a cost of $35,880 for 1996.
