0 MINUTES OF THE ORONO PLANNING COMMISSION WORK SESSION <br />WEDNESDAY, FEBRUARY 2, 1994 <br />Item H is the prohibited use of non - encased expanded -bead polystyrene foam as a dock flotation <br />material. Nolan questioned the outdated laws of the LMCD. Gaffron pointed out in Subd. 18 <br />the City adopted Ordinances of the LMCD from the 1970s. Since that time, the LMCD has <br />changed those Ordinances and added others. Rowlette commented that reference should not be <br />made to the LMCD but adopt the same standards. Gaffron asked at what point do you want the <br />City of Orono to assume jurisdiction on the lake side which then encroaches LMCD. Gaffron <br />explained that cities surrounding Lake Minnetonka are voting on dissolution of the LMCD. <br />Nolan felt docks should have building standards. Before Rowlette left she asked that Item K, <br />winter boat density /storage be discussed. She requested that blue winter covers be eliminated <br />and suggested the use of white only for boats which would blend in with the snow. Rich <br />Anderson said he has noticed that residents use boat coverings of various colors and some yards <br />do not look much better than marinas. Rowlette explained that if there is not a considerable <br />price differential, the choice should be white for shrink wrap material. <br />The next topic was fishing tournaments. Gaffron explained the City, LMCD, Water Patrol and <br />DNR all issue permits for fishing tournaments. Orono's permit is issued by the Police <br />Department. He said fishing tournament problems are usually associated with traffic and noise <br />and those problems need to be enforced by the various agencies. After discussion, Peterson felt <br />that fishing tournaments could be better handled under the "Parades and Special Events" section <br />is of the code and not in the B -2. <br />Peterson asked if there were other items to be discussed. Lee Fishback asked if a decision had <br />actually been made to change lot area to 5 acres. Berg explained the item of lot area was <br />discussed but no conclusion had been made. Rich Anderson added it seems arbitrary to increase <br />lot area size from 2 to 5 acres. Peterson felt it needs to be looked at further and should either <br />be increased or eliminated. Gaffron reiterated his previous statement regarding what the City <br />might want to happen with that property and then tailor acreage numbers to encourage those <br />results. <br />Dunn addressed Items I and K regarding land density and expressed his concern with on land <br />authority if the LMCD's jurisdiction is eliminated. <br />Gaffron notified everyone the next work session meeting is scheduled for Wednesday, February <br />23rd at 7:00 p.m. <br />ADJOURNMENT <br />The meeting was adjourned at 7:20 p.m. <br />r <br />0 <br />Stephen Peterson, Vice -Chair <br />
