DRAf I <br />MINUTES OF THE ORONO PLANNING COMMISSION MEETING <br />0 HELD AUGUST 15, 1994 <br />ROLL <br />The Orono Planning Commission met on the above date with the following members present: <br />Chair Charles Schroeder, Stephen Peterson, Sandra Smith, Dale Lindquist. Candace Rowlette, <br />Charles Nolan, Jr. and Janice Berg were absent. The following represented the City Staff: <br />Asst. Planning & Zoning Administrator Michael P. Gaffron, and Recorder Carole Haseman. <br />Councilmember Gabriel Jabbour was present. Chair Schroeder called the meeting to order at <br />7:01 p.m. <br />( #1) #19'7 JACCI J. SEGNER, 3286/3290 NAVARRE LANE - SUBDIVISION OF A <br />LOT LINE REARRANGEMENT - 7:01 P.M. <br />Chair Schroeder noted the applicant was not present and stated the matter would be reviewed <br />when applicant arrived. <br />( 0) #1941 LEROY CO IlwviJ�AON OF PUBLIC HEARING T7 SHORE 2 TO DRIVE <br />VARIANCES <br />LeRoy and Wanda Fischbach were present. <br />• Gaffron explained the application had previously been tabled to allow applicants additional time <br />to present a revised proposal. The amended plan shows a 3' upper level balcony that will extend <br />to within 27' of the shoreline of the lagoon. There is a hardcover issue within the 0 -75' setback <br />area where normally 25 % is allowed. The bulk of the house is within the 0 -75' zone. In a 1986 <br />review, the lot area figure was 44,600 s.f. and now is shown at only 35,000 s.f. This indicates <br />a possible error and the hardcover percentages need to be recalculated. The existing hardcover <br />now is 3,694 s.f. and under the current plan is proposed to drop to 3,195 s.f. by removal of <br />rock and plastic. In the 75 -250' setback area, existing hardcover is 5,031 s.f. which is being <br />reduced to 3,342 s.f. Overall hardcover is being reduced from 8,800 s.f. or approximately <br />6,400 s.f. With the change in total lot area computation, there is no need for a lot coverage <br />variance. Working with the corrected lot area size, hardcover in the 0 -75' setback area is <br />10.7% and within the 75 -250' zone is 23.9%. Are these setbacks and amounts of hardcover <br />acceptable to grant variances? <br />Chair Schroeder asked whether there was public interest. There were no comments from the <br />public. <br />Smith voiced concern with the larger trees. Mr. Fischbach stated any tree that would be <br />removed and could not be replanted would be replaced. Chair Schroeder asked if the large tree <br />needed to be removed. Mr. Fischbach said it is in the way and would be removed. All <br />• concerns seem to be met. <br />1 <br />
