The <br />boathouse reconstruction is nearly complete; the next step is the final lake yard landscaping. The applicant is <br />proposing to construct tiered retaining walls in order to stabilize the portion of the slope between the existing <br />stair and the boathouse; vegetative screening is planned. Because the retaining walls are considered <br />hardcover and are not allowed within the 75-setback, hardcover and setback variances are required. An <br />existing 1.5 foot tall wall is proposed to be rebuilt in-kind on the north side of the property. A new, lower wall <br />will be as close as 10 feet to the lake. The overall property hardcover will be 22%, below the 25% allowance. <br /> <br />The applicant is showing removal of the portion of the existing wall which crosses the property line; <br />permission from the neighbor should be obtained. <br /> <br />Planning Commission Recommendation <br />On March 21, the Planning Commission held a public hearing and reviewed the application including the <br />evidence submitted. Following the public hearing the Commission voted 5 to 0 on a motion to approve the <br />tiered walls as shown on the plan with the following conditions: <br />1. The landscape plan should be revised to include screening of the lower wall in the tiered wall system. <br />2. Written permission must be obtained from the property owner on the north side prior to issuance of <br />the permit. <br /> <br />Planning Staff Recommendation <br />The applicant has submitted a revised landscape plan which accomplishes Staff’s and Planning Commission’s <br />goals for screening. Staff recommends approval of the plan as revised. A draft approval resolution has been <br />provided for Council’s consideration. <br /> <br />COUNCIL ACTION REQUESTED <br />Council should consider adopting or amending the approval resolution. <br /> <br />List of Exhibits: <br />Exhibit A.
