The Water Patrol standard procedure requires written approval by the <br />affected local government bodies prior to issuing such permits. LLRC has submitted to Orono a <br />request for approval for the use for 2016 - please see Exhibit A. <br />The City Council approved authorizing the 2015 permit for the Rowing Crew in March, 2015 per <br />Exhibit E attached. A copy of the issued Water Patrol permit for 2015 is attached. The City <br />received no complaints regarding this use during the 2015 season. The Long Lake Council <br />approved authorization of the Water Patrol permit at its meeting on March 15th on the basis that <br />they will be launching from the Birch’s site. Storage for 2016 is planned to be under the Birch’s <br />deck, with future plans for added storage potentially at the NE corner of the Birch’s building. <br />Hours of operation are proposed to be the same as last year (see Exhibit A) with the exception of <br />an early afternoon class for one week in July. Long Lake City Clerk Jeanette Moeller has <br />indicated they don’t expect parking conflicts with the Birch’s restaurant operation due to the <br />offset in times the LLRC will be there; also that many of the LLRC members will be dropped off <br />and not require parking. <br />Staff Recommendation <br />The applicants have not made a request for use of any Orono parks or facilities, and are merely <br />requesting written approval to allow issuance of the Sheriff’s Water Patrol Special Event Permit <br />for use of Long Lake. Staff recommends approval subject to the provisions stated in Orono’s <br />2015 approval: 1) no organized practice on Sundays, and 2) shall not impede the use of the <br />Summit Park beach facilities and access by the public. <br /> <br />COUNCIL ACTION REQUESTED <br />Motion to direct staff to send a letter to the Sheriff’s Water Patrol approving issuance of the <br />Special Event Permit for the Long Lake Rowing Crew for the 2016 season subject to the above- <br />noted conditions.
