Gaffron JML Zoning Title: Senior Planner ______________________________________________________________________________ Item Description: Review of Special Event Permit - “Long Lake Rowing Crew” Permitting Authority: Hennepin County Sheriff’s Water Patrol Location: Long Lake and Orono - Surface of Long Lake ______________________________________________________________________________ List of Exhibits A – 3/7/2016 Letter of Request / Schedule and Site Map B - Water Patrol Special Event Permit Application - Submitted by Applicant 3/7/16 C - 2015 Issued Water Patrol Permit D - Long Lake Letter to Water Patrol – 2016 Approval E - 3/18/15 Staff Memo & Council Minutes 3/23/15 The Long Lake Rowing Crew (‘LLRC’) is again requesting permission from the Water Patrol for a Sheriff’s Special Event Permit for use of Long Lake for regular rowing practice during the 2016 boating season. The Water Patrol standard procedure requires written approval by the affected local government bodies prior to issuing such permits. LLRC has submitted to Orono a request for approval for the use for 2016 - please see Exhibit A. The City Council approved authorizing the 2015 permit for the Rowing Crew in March, 2015 per Exhibit E attached. A copy of the issued Water Patrol permit for 2015 is attached. The City received no complaints regarding this use during the 2015 season. The Long Lake Council approved authorization of the Water Patrol permit at its meeting on March 15th on the basis that they will be launching from the Birch’s site. Storage for 2016 is planned to be under the Birch’s deck, with future plans for added storage potentially at the NE corner of the Birch’s building. Hours of operation are proposed to be the same as last year (see Exhibit A) with the exception of an early afternoon class for one week in July. Long Lake City Clerk Jeanette Moeller has indicated they don’t expect parking conflicts with the Birch’s restaurant operation due to the offset in times the LLRC will be there; also that many of the LLRC members will be dropped off and not require parking. Staff Recommendation The applicants have not made a request for use of any Orono parks or facilities, and are merely requesting written approval to allow issuance of the Sheriff’s Water Patrol Special Event Permit for use of Long Lake. Staff recommends approval subject to the provisions stated in Orono’s 2015 approval: 1) no organized practice on Sundays, and 2) shall not impede the use of the Summit Park beach facilities and access by the public. COUNCIL ACTION REQUESTED Motion to direct staff to send a letter to the Sheriff’s Water Patrol approving issuance of the Special Event Permit for the Long Lake Rowing Crew for the 2016 season subject to the above- noted conditions.
