MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, March 14, 2016 <br />7:00 o'clock pan. <br />12. #16-3507 ESTATE DEVELOPMENT GROUP ON BEHALF OF SCOTT FREDRIKSEN, <br />425 AND 595 OLD CRYSTAL BAY ROAD NORTH, AND PID 33-11$-23-24-0002, REZONING <br />TO RESIDENTIAL PLANNED UNIT DEVELOPMENT, PRELIMINARY PLAT AND <br />COMPREHENSIVE PLAN AMENDMENT (continued) <br />Gaffron pointed out the edge of the property and the center line. Gaffron stated there appears to be <br />approximately 50 feet. <br />Gonyea noted there is a 50 -foot setback from Old Highway 12 and that some drainage will have to <br />happen in that area but that it is a pretty wide corridor. <br />McMillan stated the wetland does not start until after the Eisinger property and that there could possibly <br />be a trail in that area. <br />Printup stated it could start at the corner of Old Crystal Bay Road and go westward. <br />Walsh stated the easement might not be used but that there should be one given since no one really knows <br />what is going to happen to the Dumas and the Eisinger properties in the future. <br />Gonyea asked how much right-of-way there is on Old Highway 12. <br />Gaffron indicated he is not sure. Gaffron asked if that easement would impact the setbacks. <br />McMillan suggested Staff look into that a little more. <br />Gaffron stated the question is how much additional right-of-way may be necessary and whether trees can <br />be placed in that area if there is an easement. Gaffron stated they might be able to put a trail within the <br />right-of-way but that there will also be a berm in that area as well as utilities. <br />Gonyea stated they would be happy to work with the City Engineer on that. <br />McMillan asked if having the varying setbacks would add some more diversity. <br />Gonyea stated he is an advocate of going with the 7.5 feet and that it is probably an easier way to do it. <br />Gonyea noted some of the house plans will have jogs in different spots and that there will be some variety <br />that way. Gonyea stated with a 5 -foot setback, it is a tight space to work in, but that he is willing to do <br />whatever the Council wants. <br />McMillan asked if they have given any thought about reducing the size of the house in order to have a <br />wider setback. <br />Gonyea stated that would be difficult. Gonyea noted some of the lots will have two -car garages with a <br />tandem on one side. Gonyea indicated it would be tough to commit to having smaller homes. <br />McMillan stated she can understand having some of the lots a little tighter up by the street given the wider <br />back yards. <br />Page 23 of 37 <br />
