�� Nletropolitan Council <br /> ii <br /> Environmental Seruices <br /> August 31, 2009 <br /> i <br /> Scott Oberaigner <br /> Utilities Supervisor <br /> I City of Orono <br /> POBox66 <br /> Crystal Bay, MN, 55323 <br /> Dear Mr. Oberaigner: <br /> �' This letter is a follow-up to the letter sent on December 31, 2008 regarding a preliminary volume <br /> � review for the Service Availability Charge (SAC) system for Pennit Number 1006 located at 2345 <br /> Blaine Avenue, Orono, MN. In that letter, you were notified that your city has increased its <br /> � wastewater discharge to the sanitary sewer. As a result, your city could be subject to a potential <br /> j SAC liability of 3 units e uivalent to $6 000 at the 2 <br /> � q , 009 MCES SAC rate of$2,000 per umt). <br /> i Note that the SAC rate is subject to increase each January, and all SAC payments are at the rate in <br /> j effect a� the time of payment. SAC payment is due at the end of the month fallowing receipt of <br /> ,� your renewed permit,but can be paid at any time up to that point. <br /> MCES never received the SAC intent form attached to the above letter. At this point, you have two <br /> I options. First you may pay SAC equivalent to the increase in discharge to the sanitary sewer based <br /> on the preliminaiy volume review, or documented discharge volume from a 30 day volume study. <br /> i If you choose this option, a "SAC Payment Form" will be enclosed with your renewed Industrial <br /> � Discharge Permit. The form must be completed by a city representative indicating that SAC was <br /> � paid. <br /> Your second option is to siill conduct a 30-day wastewater volume study. If you choose this option, <br /> � please inform the engineer referenced below. The study must be completed and results submitted to <br /> � Metropolitan Council Environmental Services (MCES) by Oct�ber 31, 2009. Based on the results <br /> � of the study,MCES will determine a current SAC equivalent of your wastewater flow. <br /> To determine your city's SAC Iiability, MCES will use the lesser SAC equivalent of the <br /> ,. preliminary volume review and the 30-day wastewater volume study. If a SAC payment is <br /> required, a"SAC Payment Form" will be enclosed with your renewed Tndustrial Discharge Permit, <br /> ! and the above described method for completing the form and payment of SAC will be applied. At <br /> this time, no money shauld be sent to our offices. SAC payment shall be made to the city using <br /> : the "SAC Payment Form." <br /> Please be aware of the fact that the information contained in this letter is accurate under the current <br /> SAC policy. You will be notified in the future of any change in policy which might affect the status <br /> of this or future SAC reviews. <br /> Minnesota Technical Assistance Program (MnTAP) offers assistance to industries with pollution <br /> prevention concerns, inciuding the reduction of wastewater volumes.
