September 12, 2014 <br /> Andrew Mack <br /> Community Development Director <br /> City of Orono <br /> Dear Mr. Mack <br /> For several years now the residents on the north end of Chevy Chase <br /> Drive neighborhood have been experiencing water drainage issues <br /> coming from the Wayzata Country Club property to the north, <br /> specifically from fairways three and four. The club applied for and was <br /> granted a permit(s) for land alteration in 1998 and later. Drainage <br /> improvements to this area of the course have directed surface water <br /> and underground drainage water through piping to our neighborhood. <br /> Presently there are two pipes that drain the low areas of fairways three <br /> and four. The west one is about 10" in diameter and drains into the <br /> wooded area that is WCC's property directly behind the Howe's at 135 <br /> Chevy Chase Drive. The east one is about 6" and drains into the same <br /> wooded area between the properties of the Sattervall's at 137 and the <br /> Beltrand's at 139 Chevy Chase Drive. <br /> During any heavy rain event the west drainage area sends a significant <br /> deluge into the Howe's back yard, across their driveway into the area <br /> between the Olson's driveway at 133 and theirs, then across the street <br /> into the Nelson's yard at 128 as well as down the city street to the east. <br /> The water from the two areas that does not flow out on the surface from <br /> the wooded area percolates into the soil raising the water table which <br /> flows underground and seeps into the basements, basement drainage <br /> systems and bleeds out near the street in the front yards. The street is <br /> often wet for weeks and sometimes months after an event deteriorating <br /> the surface and saturating the base to the extent that the road is <br /> breaking up and is continually full of potholes.
