r

2. A variance to permit alteration to the ponding area along hole #6 which is located in
a City protected wetland.
Hole #6
a. To expand the pond a total of 17,000 cubic yards of fill will be removed.
b. The fill removed for the pond expansion for#6 will be placed between the fairways on holes
#2 and #7.
c. The fill will remain on the site. No fill will be transported off the Wayzata Country Club
property.
d. Hole #6 is a City protected, NWI mapped pond that has been expanded once before by
conditional use permit in the 1980s. The proposed plan shows it being significantly
expanded, and should be a benefit to the City as it would enhance water quality as its volume
would increase.
e. The final grading plan shall show drain tile and piping as the water shall be treated on site.
(Engineer Comments)
Hole#12
a To expand the pond a total of 5,500 cubic yards of fill will be removed.
b. The fill removed for the pond expansion for#12 will be placed between holes #10 and#11.
c. The fill will remain on the site. No fill will be transported off the Wayzata Country Club
property.
d. Reconstruction would expand the size of the pond. This pond is not within a City protected
wetland. No variance is required. This expansion would require MCWD, DNR, and Corps
of Engineer approval prior to the issuance of a land alteration permit.
e. The final grading plan shall show drain tile and piping as the water shall be treated on site.
(Engineer Comments)
City Engineer Comments
Tom Kellogg, City Engineer, has reviewed the Vertical Profiles for the ponds and has indicated the
plans do not show a 10:1 aquatic bench at the pond normal water level as recommended earlier. The
purpose of the aquatic bench is to provide a margin of safety should any child enter into the pond.
The City has permitted ponds without aquatic benches within the Spring Hill Golf Course. Mr.
Kellogg has recommended approval given the pond is within a golf course and is located at 300 feet
from any residential neighborhood.
C & F Easement
The applicant has submitted a Conservation and Flowage easement over the ponding and wetland
area along hole#6 (City protected wetland). The easement will prohibit any vegetation removal
outside of the normal maintenance of a golf course. Staff will not record the easement until such
time the land alteration is complete to ensure a accurate legal description.
