MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, February 22, 2016 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 9 of 13 <br /> <br />PUBLIC WORKS DIRECTOR/CITY ENGINEER’S REPORT (continued) <br /> <br />Edwards reported the Public Works Department has been finishing up with some snow and ice removal <br />over the past couple of weeks. In addition, the annual MNDOT inspections and repairs have been done <br />on the City-owned vehicles. <br /> <br />Edwards stated pothole repairs have also begun in the City, with repairs being made on Fox, Hunter <br />Drive, and Tamarack Road. Some right-of-way tree trimming has also been performed throughout the <br />City. <br /> <br />Edwards reported the electrical and facilities engineers have been collecting data on the City’s water and <br />sewer alarm systems. The CIPP lining project began today on Baldur Park Road. The Bederwood <br />concession shack has been removed and some maintenance has been performed at the golf course. <br /> <br />Edwards noted there was a meeting earlier today with Rick Meyers, Tim Amundson, himself, and some <br />representatives from Hennepin County regarding a grant for an intern forester. A proposal will likely be <br />brought before the City Council at their next meeting. Edwards stated a tree inventory will be done in <br />order to get a handle on trees that may be impacted by the emerald ash borer. <br /> <br />Levang asked if there is any new information on the emerald ash borer. <br /> <br />Edwards stated the information he has is that it is continuing to move westward. <br /> <br />McMillan stated her understanding is that the emerald ash borer will hit a critical mass stage rather than <br />just scattered pockets, which will happen quickly, and that the City will need to keep an eye on it. <br />McMillan stated any dead trees will need to be removed if they present a safety hazard. <br /> <br />PUBLIC SAFETY REPORT <br /> <br />*10. ORDINANCE AMENDMENT – BIG ISLAND NATURE PARK – ORDINANCE NO. 163 <br /> <br />Levang moved, Printup seconded, to adopt ORDINANCE NO. 163, THIRD SERIES, an Ordinance <br />Amending the Orono Municipal Code by Amending Section 22-116 Regarding Authority for Law <br />Enforcement at Big Island Nature Park. VOTE: Ayes 4, Nays 0. <br /> <br />PLANNING DEPARTMENT REPORT, CHRISTOPHER McGRANN, REPRESENTATIVE <br /> <br />11. TCO DESIGN, 2380 SHADYWOOD ROAD – REZONING AND CONDITIONAL USE <br />PERMIT – RESOLUTION NO. 6589 <br /> <br />Community Development Director Barnhart noted the City Council at its last meeting directed Staff to <br />prepare a denial resolution, which is now before the Council. <br /> <br />Mayor McMillan asked if there was anyone in the audience who would like to comment on this <br />application. <br /> <br />Bill Wolfson, Coldwell Banker Burnet, stated he would like to address the City Council tonight about the <br />rejection of this application.
