The purpose of the new foundation is to raise the elevation of the garage <br /> to allow for the garage floor to be at an elevation above the driveway to <br /> eliminate a floor drainage problem. The property owners have stated the <br /> garage and driveway apron are located in a low point and are a drainage <br /> backup area. Raising of the garage would not allow the water to pool <br /> inside the garage, but rather flow off the lower land elevations away from <br /> the building and driveway. <br /> B. The garage is in generally good repair and no major structural alterations <br /> are required. <br /> C. Moving the garage or changing the driveway may involve extensive <br /> grading and the addition of more hardcover. <br /> D. The hardcover for the sidewalk replaces a pre-existing walkway. The <br /> total hardcover for the walkway is 40 s.f. The walkway is required to <br /> connect the deck and patio. The walkway replaces a walk that had been <br /> located on this portion of the property. <br /> 4. The City Council finds that the conditions existing on this property are peculiar <br /> to it and do not apply generally to other property in this zoning district; that <br /> granting the variances would not adversely affect traffic conditions, light, air nor <br /> pose a fire hazazd or other danger to neighboring property; would not merely <br /> serve as a convenience to the applicants, but is necessary to alleviate a <br /> demonstrable hardship or difficulty; is necessary to preserve a substantial <br /> property right of the applicants; and would be in keeping with the spirit and <br /> intent of the Zoning Code and Comprehensive Plan of the City. <br /> 5. The City Council has considered this application including the findings and <br /> recommendations of the Planning Commission, reports by City staff, comments <br /> by the applicants and the effect of the proposed variance on the health, safety <br /> and welfare of the community. <br /> � Page 2 of 4 • <br />
