ORONO CRIME PREVENTION <br /> AND CRIMINAL 'APPREHENSION FUND <br /> WHEREAS, it has been found in some communities that an effective <br /> means of deterring burglaries is to create a system of code marking <br /> valuables, for identification purposes, in citizens ' homes, so that in <br /> the event such items are stolen, the .items are easily and specifically <br /> identifiable as to ownership; and <br /> , WHEREAS, as a further deterrent, those homes that have so identi- <br /> fied their valuables are provided with a sticker to be placed at prominent <br /> locations, thus alerting a potential burglar to the fact that valuables <br /> within such home are so identifiable and easily traced, and consequently, <br /> difficult to not only dispose of, but extremely useful for prosecution <br /> in the event the criminal is apprehended; and � <br /> WHEREAS, neighborhood crime watch programs have been effective <br /> � in neighbors involved in crime preven�.ion and in assisting each other <br /> in keeping their neighborhood safe; and � <br /> WHEREAS, in over 400 cor�ununities throughout the country where such <br /> program has been implemented, the results have been shown to be effective. <br /> . NOW, THEREFORE, BE IT RESOLVED by the City Council of the City� <br /> of Orono, that the Police Department for the City of Orono be hereby <br /> authorized to operate such program and is further directed to cooperate <br /> with the citizens wishing to participate in such program. <br /> y <br /> BE IT FURTHER RESOLVED that the City Council create a fund in the <br /> amount of $375. 00 entitled the "Crime Prevention Fund" , which funds shall <br /> be used for the implementation of this, project. <br /> BE IT FURTHER RESOLVED that the Mayor be permitted to appoint a <br /> citizens ' committee of five members to assist the� Police Department in the <br /> program. <br /> BE IT FURTHER RESOLVED that the committee be instructed to take <br /> whatever means available to provide publicity for the program by such <br /> means as advertising, door-to-door contact, pui5licitv throuah the schools, <br /> seminars, and whatever other means may be considered fruitful. <br /> BE IT FURTHER RESOLVED that the City Council authorizes staff <br /> \� to take the necessary steps to adopt and implement the attached articles <br /> ` of incorporation and bylaws. <br />
