The City Council has considered this application <br /> including the reports by staff and comments of the <br /> app 1 icant and the ef fect of the proposed 1 ibrary use on <br /> the health, safety and welfare of the community. <br /> 8 . . The City Council finds that granting a Conditional Use <br /> Permit to allow the proposed library use of the property <br /> would not adversely affect light, air nor pose, a fire <br /> hazard or other danger to neighboring properties, nor <br /> will this use depreciate surrounding residential <br /> property values and the proposed level of use of the <br /> property wi 11 be in keeping with the� intent and <br /> objectived of the Zoning Code and Comprehensive Plan of <br /> the City. <br /> CONCLUSIONS, ORDER AAiD CONDITIOL�dS <br /> Based upon the above findings, the Orono City Council hereby <br /> grants a Conditional Use Permit to Hennepin County allowing a <br /> • community library to be built on the above described property per <br /> Section lfd.28 subdiv 3 (D) of the Municipal Code based on the <br /> following conditions: <br /> 1 .
