Maintenance of private property. <br /> (a) It is the duty of the owner of every vacant property and the owner and <br /> occupant of every occupied property to maintain the property in a neat, clean and <br /> presentable inanner free of any junk, debris, refuse, litter, dead trees, or noxious weeds, <br /> and to remove all other public health ar safety hazards from the property. <br /> (c) Any violation of this section is declat•ed to be a nuisance and a public <br /> safety and welfare hazard, and upon seven days' written notice to the owner, as sho�vn by <br /> the records of the office of the county auditor, of private premises on which such material <br /> is found or any conditions in violation of this code section exist, the ciiy may remove <br /> such matter or correct any conditions in violation, and certify the cost of such removals or <br /> corrections as any other special assessment. <br /> (Code 1984, � 9.55; Ord:No. 191 2nd series, § 1, 6-14-1999) <br /> Sec. 58-3. Junk cars, furniture, household furnishings and appliances stored on <br /> public or private property. <br /> It is unlawful to park or store any unlicensed, unregistered or inoperable motor <br /> vehicle lacking essential parts, household furnishings or appliances, or parts or <br /> components, on any property, public or private, unless housed within a lawfully erected <br /> building. Any violation of this section is declared to be a nuisance; and upon seven days' <br /> written notice to the owner, as shown by the records in the oftice of the county auditor, of <br /> private premises on which such material is found, the city may remove the vehicle and <br /> certify the cost of such removal as any other special assessment. For the purpose of this <br /> section, an inoperable motor vehicle shall be defined as lacking parts essential to <br /> operation, including but not limited to wheels, tires, motor, drive train, battery; or having <br /> two or more flat tires; or having the interior, including the driver's position, used for <br /> storage in such a manner that no person can operate the vehicle. <br /> (Code 1984, § 9.50) <br /> Sec. 78-1577. Exterior storage in R districts. <br /> In all R districts, all recreational vehicles, mobile homes, camping trailers, motor <br /> homes, pickup coaches, travel trailers, special mobile equipment, and utility trailers shall <br /> meet the requirements of this Code. Additionally, all mobile materials and equipment <br /> shall be stored within a building or fully screened so as not to be visible from adjoining <br /> properties. <br /> (1) De�nitions: <br /> a. Recrentional vehicle. Mobile horne and recreational vehicle shall <br /> mean and include the following definitions, and shall not include <br /> any manufactured housing unit bearing a State of Minnesota <br /> manufactured housing seal or certiiicaie, for uses including but not <br /> limited to those listed below: <br />
