<br /> <br />attend Monday’s meeting in order to answer any questions posed by the Council.  Sites are  <br />located in Baxter, Breckenridge, Hector, Hutchinson, New Ulm, Nisswa, Red Wing, Sartell, and  <br />Moorhead.    <br />  <br />Planning Staff Recommendation  <br />The rezoning question is a policy one; does the Council support redevelopment of the property  <br />into mixed use or is the commercial use of the property more appropriate.  If the Council  <br />desires mixed use, the rezoning application should be denied.  <br />  <br />Should the Council support the rezoning, staff recommends approval of the conditional use  <br />permit, with the following conditions:  <br />1. Based on plans dated December 16, 2015  <br />2. All roof mounted mechanical units shall be screened from the Co Rd 19/15  <br />intersection  <br />3. Landscaping shall be installed prior to occupancy  <br />4.
