REQUEST FOR COUNCIL ACTION

DATE: February 22, 2016
ITEM NO: 5
______________________________________________________________________________
Department Approval: Administrator Reviewed: Agenda Section:
Name Adam Edwards JML Public Works Director/
Title Public Works Director/City Engineer City Engineer’s Report
______________________________________________________________________________
Item Description: Seasonal Weight Restrictions
_____________________________________________________________________________

Reference
Resolution 6114, A resolution establishing seasonal weight restrictions on Orono Public streets,
2012 http://www.ci.orono.mn.us/vertical/Sites/%7BCBFC8FAF-C313-4854-A229-
98A3482257F0%7D/uploads/Weight_Limits_Reso_02-13-12.pdf

Exhibit.
a. Draft Seasonal Weight Restriction Resolution.

1. Purpose. The purpose of this Council action is to update the City’s seasonal weight
restriction resolution.

2. Background. Each year during the spring thaw (typically early-March to mid-May), State,
County and local highway authorities impose axle weight restrictions to protect their roadways.
The two primary causes for premature deterioration of asphalt streets are weather and traffic. As
the frost is leaving the ground during the spring thaw, the gravel under the street has high
moisture content, which affects the load carrying capacity of the asphalt pavement. Therefore, in
order to prolong the service life of the streets and highways, axle weight restrictions are imposed
during the spring thaw when streets are most susceptible to damage due to heavy loads. Staff has
updated the resolution regarding seasonal weight restrictions on Orono public city streets that
was last adopted in February of 2012 by Resolution #6114.

3. Revisions. The revisions to the resolution include:
• Removal of Watertown road, Orono Orchard Road and Willow Drive (North of Wayzata
Blvd to County Road 6) from the 4 Ton axel limit. The 9 ton axel limit will remain in effect for
these roads.
• Rewording of the exceptions section of the resolution to make it more concise.

4. Recommendation. Staff is recommending approval of the attached resolution which will
replace Resolution #6114.

COUNCIL ACTION REQUESTED
Consider a motion to adopt the attached resolution establishing seasonal weight restrictions on
Orono public city streets.
