Draft Seasonal Weight Restriction Resolution. <br /> <br />1. Purpose. The purpose of this Council action is to update the City’s seasonal weight <br />restriction resolution. <br /> <br />2. Background. Each year during the spring thaw (typically early-March to mid-May), State, <br />County and local highway authorities impose axle weight restrictions to protect their roadways. <br />The two primary causes for premature deterioration of asphalt streets are weather and traffic. As <br />the frost is leaving the ground during the spring thaw, the gravel under the street has high <br />moisture content, which affects the load carrying capacity of the asphalt pavement. Therefore, in <br />order to prolong the service life of the streets and highways, axle weight restrictions are imposed <br />during the spring thaw when streets are most susceptible to damage due to heavy loads. Staff has <br />updated the resolution regarding seasonal weight restrictions on Orono public city streets that <br />was last adopted in February of 2012 by Resolution #6114. <br /> <br />3. Revisions. The revisions to the resolution include: <br />• Removal of Watertown road, Orono Orchard Road and Willow Drive (North of Wayzata <br />Blvd to County Road 6) from the 4 Ton axel limit. The 9 ton axel limit will remain in effect for <br />these roads. <br />• Rewording of the exceptions section of the resolution to make it more concise. <br /> <br />4. Recommendation. Staff is recommending approval of the attached resolution which will <br />replace Resolution #6114. <br /> <br />COUNCIL ACTION REQUESTED <br />Consider a motion to adopt the attached resolution establishing seasonal weight restrictions on <br />Orono public city streets.
