MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, February 8, 2016 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 1 of 32 <br /> <br />ROLL CALL <br /> <br />The Orono City Council met on the above-mentioned date with the following members present: Mayor <br />Lili Tod McMillan, Council Members Jim Cornick, Jr., Lizz Levang, Aaron Printup, and Dennis Walsh. <br />Representing Staff were City Administrator Jessica Loftus, Community Development Director Jeremy <br />Barnhart, Senior Planner Michael Gaffron, City Planner Melanie Curtis, Public Works Director/City <br />Engineer Adam Edwards, and City Attorney Soren Mattick. <br /> <br />Mayor McMillan called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance. <br /> <br />APPROVAL OF AGENDA <br /> <br />Item Nos. 8, 9, 13, 14, and 15 were added to the Consent Agenda. Item No. 3 was removed from the <br />Consent Agenda. <br /> <br />Levang moved, Printup seconded, to approve the Consent Agenda as amended. VOTE: Ayes 5, <br />Nays 0. <br /> <br />APPROVAL OF MINUTES <br /> <br />*2. CITY COUNCIL WORK SESSION OF JANUARY 25, 2016 <br /> <br />Levang moved, Printup seconded, to approve the minutes of the Orono City Council meeting of <br />January 25, 2016, as submitted. VOTE: Ayes 5, Nays 0. <br /> <br />3. REGULAR CITY CONCIL MEETING OF JANUARY 25, 2016 <br /> <br />McMillan requested the minutes be corrected on Page 4 under Public Works Director Report to read that <br />a big pine was removed at the golf course and that Page 8 under General Fund Budget Report the amount <br />of building permits be corrected to read $146,173 rather than $46,173. <br /> <br />Printup moved, Levang seconded, to approve the minutes of the Orono City Council meeting of <br />January 25, 2016, as submitted. VOTE: Ayes 5, Nays 0. <br /> <br />PRESENTATION <br /> <br />4. MINNEHAHA CREEK – PAINTERS CREEK CULVERT REPLACEMENT AND <br />SOUTH KATRINA MARSH RESTORATION PROJECT <br /> <br />Tiffany Schaufler, MCWD Project and Land Program Manager, stated she would like to update the City <br />Council on two projects the Minnehaha Creek Water District is contemplating for 2016 in this area. Due <br />to record rainfall, some flooding was experienced along Hunt Farm Road, which was caused by the South <br />Katrina Marsh located just west of the road. The high water in the marsh also caused flooding along <br />Starkey Road, a city-maintained roadway within the Baker Park Reserve. Schaufler noted June of 2014 <br />was the second wettest on record, with the Orono area receiving 25 inches of rainfall total in 2014. <br /> <br />Schaufler displayed pictures of the South Katrina Marsh and the flooding that occurred. <br />
