Rennick: <br /> Your application for a buildinb permit to construct a new house at 3799 Casco Avenue is incomplete <br /> because it did not include hardcover calculations. But the real problem is that the house still exceeds the <br /> height limit of 2Y2 stories, <br /> The height limit is 30 feet and 2.5 stories. The lowest level is not included in the count of stories the as <br /> long as the floor of the lowest level is at least six feet below existinQ grade for at least 50 percen�of its <br /> perimeter. Six feet above the proposed lowest floor elevation would be 951. Existin� grade adjacent to the <br /> foundation of the lowest level is never higher than about 949. <br /> It appears the Council will be adopting a new way of determining if the lowest level is included in the <br /> count of stories next month. The new method will measure down from the floor above. The lowest level <br /> would not be included in the count of stories as long as existin grade is no more than sia feet below the <br /> finished elevation of the floor above for at least 50 percent of its perimeter. Areas without a basement will <br /> continue to be excluded from the calculation. <br /> The survey does not give the elevation of the main level. Based on the house plans it would be 954.33. Si�: <br /> feet below this would be 948.33. Interpolating this elevation to be a third of the distance between 948 and <br /> 949,the basement is still a story. But it appears that if you could put the main floor at 954 more than 50 <br /> pe:�ent of t!;e p�ri.i:eter of the basement���ould be be!o�:� the existing 94R contour. I'm Pnclosing one of <br /> the surveys with my calculations. <br /> The City Engineer has not reviewed the grading plan, but normally retaining walls are not permitte�d within <br /> teii ;eet oi a property line. Perhaps you cou;d expose more o,`the garage foundat�an. <br /> The earliest Council could approve the change would be February 12. It�vould to into effect about two <br /> weeks later. We will hold your application for now unless you tell us differently.
