December 2, 1987 <br /> I, Harry Emil Pulver, DOB/5-12-20 , of 2691 Caroline Avenue, on <br /> Casco Point, in the City of Orono, wish to relate the following <br /> facts: <br /> I repaired the slope going down to the lake and I am in the process <br /> of protecting it from heavy water flow until the sod takes hold, I <br /> sodded it. In order to do this I put a few bales of hay (pictures <br /> available to show this) across the property with a 2 inch space <br /> between them so the water can get between them - I want to spread <br /> the water out, is what I want to do. In order to make sure that I <br /> wasn' t breaking any rules, regulations or ordinances , I went to the <br /> City of Orono and had Mike Gaffron, the asst. zoning administrator <br /> and Glenn R. Cook, the City Engineer for Orono, come down and see <br /> what I was doing and they said they see absolutely no �roblem with <br /> what I was doing, therefore I went ahead with it. <br /> The man next door, Joe Clemens, started out verbally abusing me and <br /> telling me that he didn' t want it there and then a couple days later <br /> he stopped me by my mailbox, and I wasn' t feeling well at all, and <br /> started in again telling me to move the bales. So I did move two <br /> and I am not -supposed to do strenuous exercise, but I moved two. <br /> I called up the City and they said go ahead and put them back , its <br /> okay. <br /> On MOnday night he took the bales of hay and threw them further up <br /> on my property, just threw them up there. I then put the bales back <br /> and a contractor suggested that I spike them to the ground with some <br /> spikes or wooden sticks or pipes or whatever I had, and I have to <br /> admit that I watered the bales down so they'd be good and heavy so <br /> he couldn' t move them. Then later that evening around 9 oclock, he <br /> came to my front door and immediately started out with a tirade that <br /> he was going to sue me that he was going to take me to court, that <br /> he was qoing to take my land away, he went on and on and on. Those <br /> bales had to go accordina to him and he was very abusive to me and <br /> my wife and my wife was crying and he just kept on and on and on. <br /> I told him we had lived there for 10 years and we never had any trouble <br /> with anybody on any side, even that hill, the neighbor and I would fix <br /> it up.
