Consulting Engineers & Surveyors
" 2638 Shadow Lane, Suite 200•Chaska, MN 55318-1172
Phone(952)448-8838• Fax(952)448-8805
www.bolton-menk.com
November I1, 2013
City of Orono
Attn: Melanie Curtis
PO Box 66
Orono, MN 55323
RE: Variance Application 13-3642
2690 Caroline Avenue
Engineering Review#1
Dear Melanie:
As requested, we have completed an engineering review of the documents submitted for the above
referenced project. Our current review is based on the following submittal items:
• Variance Application; dated 10/23/13
• Hardcover Calculation Worksheet prepared by Kemper&Associates, Inc., dated 10/30/13
• Practical Difficulties Documentation Form, dated 10/23/13
• Endorsement from 2696 Caroline Avenue, dated 10/26/13
• Endorsement from 2691 Caroline Avenue, dated 10/29/13
• Correspondence from 2691 Caroline Avenue, dated 10/29/13
• Proposed Site &Grading Plan prepared by Kemper&Associates, dated 10/30/2013
• Architectural Site Plan prepared by Sharratt Design & Co. LLC, dated 10/25/2013
We offer the following observations, comments, and recommendations for your consideration:
1. The resident of 2691 Caroline Avenue has expressed concern that drainage along his property line is
not negatively impacted by proposed improvements. Therefore, additional contouring, spot
elevations, arrows, and notes should be added along the northwest property line near the proposed
driveway to ensure that stormwater runoff is directed toward the lake and not onto the adjacent
property.
2. The slope on the north side of the proposed patio appears to be greater than 3:1. The plan should be
revised to adjust grades or add retaining wall as necessary to reduce slopes to less than 3:1.
3. The plans are unclear what is proposed for retaining walls. The Grading Plan should be revised to
provide more detail for all proposed retaining wall work. Provide top of wall and bottom of wall
elevations and dimensions on the retaining wall in key locations (i.e. grade changes, alignment
changes). Walls four feet or greater in height must be designed by a licensed Professional Engineer.
Multi-level walls spaced less than double the height of the bottom wall apart shall be considered one
wall, and the height shall be determined from the base of the bottom wall to the top of the upper
wall.
4. Perimeter siltfence should be installed down gradient from all land disturbing activities. The
siltfence should be inspected and approved by the City prior to any work.
5. Ditch checks or additional siltfence should be installed in the proposed swales along the property line
until permanent vegetation is established to limit erosion.
