Our current review is based on the following submittal items: <br /> • Variance Application; dated 10/23/13 <br /> • Hardcover Calculation Worksheet prepared by Kemper&Associates, Inc., dated 10/30/13 <br /> • Practical Difficulties Documentation Form, dated 10/23/13 <br /> • Endorsement from 2696 Caroline Avenue, dated 10/26/13 <br /> • Endorsement from 2691 Caroline Avenue, dated 10/29/13 <br /> • Correspondence from 2691 Caroline Avenue, dated 10/29/13 <br /> • Proposed Site &Grading Plan prepared by Kemper&Associates, dated 10/30/2013 <br /> • Architectural Site Plan prepared by Sharratt Design & Co. LLC, dated 10/25/2013 <br /> We offer the following observations, comments, and recommendations for your consideration: <br /> 1. The resident of 2691 Caroline Avenue has expressed concern that drainage along his property line is <br /> not negatively impacted by proposed improvements. Therefore, additional contouring, spot <br /> elevations, arrows, and notes should be added along the northwest property line near the proposed <br /> driveway to ensure that stormwater runoff is directed toward the lake and not onto the adjacent <br /> property. <br /> 2. The slope on the north side of the proposed patio appears to be greater than 3:1. The plan should be <br /> revised to adjust grades or add retaining wall as necessary to reduce slopes to less than 3:1. <br /> 3. The plans are unclear what is proposed for retaining walls. The Grading Plan should be revised to <br /> provide more detail for all proposed retaining wall work. Provide top of wall and bottom of wall <br /> elevations and dimensions on the retaining wall in key locations (i.e. grade changes, alignment <br /> changes). Walls four feet or greater in height must be designed by a licensed Professional Engineer. <br /> Multi-level walls spaced less than double the height of the bottom wall apart shall be considered one <br /> wall, and the height shall be determined from the base of the bottom wall to the top of the upper <br /> wall. <br /> 4. Perimeter siltfence should be installed down gradient from all land disturbing activities. The <br /> siltfence should be inspected and approved by the City prior to any work. <br /> 5. Ditch checks or additional siltfence should be installed in the proposed swales along the property line <br /> until permanent vegetation is established to limit erosion. <br />
