My neighbor Julie Gatehouse (2443 Carman St) would like to hire me to repair and "beautify" an existing wall <br /> located along the backside of her property, and plant some arborvitae to provide screening from her neighbor's <br /> garage. I need to know if since the wall will be under 4ft I shouidn't need a permit, but it is next to her lot line, <br /> which according to the rules might require a CUP? <br /> 2.
