MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, December 14, 2015 <br />6:30 o'clock p.m. <br />7. TRAFFIC MANAGEMENT POLICY (continued) <br />Levang moved, Cornick seconded, to adopt the Traffic Management Policy. <br />Walsh stated he is not in favor of approving it right now until the definitions are better defined. <br />McMillan asked if Council Member Walsh would like definitions for project neighborhood and affected <br />neighbors. <br />Walsh stated it should be defined and not an arbitrary decision making process depending on who the <br />resident talks to. Walsh stated it should be clarified whether the neighborhood is the same thing as <br />impacted residents. <br />McMillan stated some of it will need to be worked out as it is being implemented and that some of it will <br />be left to the discretion of Staff to work out. McMillan stated policies are sometimes guidelines and that <br />Staff will know when they run into difficulty and will notify the City Council. McMillan stated she does <br />not want to hold it up in trying to come up with the exact right definitions tonight. <br />Walsh stated it has been three months since he first brought it up and that nothing has been done. <br />Printup stated it could be tabled to the next meeting so those two items could be tweaked. <br />Edwards stated there is no particular rush to approve it. <br />Levang stated she trusts Staff and that there is really no reason to delay it. <br />Cornick stated other problems could come up after it is implemented and that it can be tweaked in the <br />future. Cornick indicated he is in favor of going ahead with it. <br />VOTE: Ayes 4, Nays 1, Walsh Opposed <br />*8. ASSET MANAGEMENT SYSTEM <br />Levang moved, Printup seconded, to enter into a purchase agreement with Cartegraph Systems, <br />Inc., for an asset management system. VOTE: Ayes 5, Nays 0. <br />Edwards reported the City did experience its first snow and ice storm recently and that the Public Works <br />Department was able to clear the roads promptly and efficiently. <br />Edwards stated the Public Works Department has been trimming trees throughout the City. The Kelly <br />Avenue/Carman Road culvert project is underway and the site remediation will be completed in the <br />spring. The majority of the work on the Livingston Park has been completed, with the remaining work to <br />be done in the spring. <br />Edwards reported demolition work has also begun on the golf course kitchen <br />Page 14 of 44 <br />
