MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, December 14, 2015 <br />6:30 o'clock p.m. <br />4. ADOPT 2016 BUDGET — RESOLUTION NOS. 6575, 6564, 6565, 6566 (continued) <br />MOTION: Levang moved, Cornick seconded, to adopt RESOLUTION NO. 6565, a Resolution to <br />Adopt the Final 2016 General Fund Budget. VOTE: Ayes 4, Nays 1, Printup Opposed. <br />Levang moved, Printup seconded, to adopt RESOLUTION NO. 6566, a Resolution to Adopt the <br />2016 Special Revenue Fund Budgets, with a correction being made under TIF to 53 instead of 52. <br />VOTE: Ayes 5, Nays 0. <br />Levang moved, Cornick seconded, to adopt RESOLUTION NO. 6564, a Resolution to Adopt the <br />2016 Enterprise Fund Budgets. VOTE: Ayes 4, Nays 1, Printup Opposed. <br />PUBLIC HEARING — 7:00 P.M. <br />5. ADOPT 2016 FEE SCHEDULE — ORDINANCE NO. 161 <br />Olson stated the proposed fees for 2016 are based on the rate study that was originally done in 2013. The <br />fees are reviewed every year to make sure the City is where they expect to be. <br />Olson noted the biggest increases relate to the City's utility rate charges, with sewer rates increasing 4 <br />percent, water rates increasing 11 percent, recycling rates increasing 10 percent, and storm water rates <br />increasing by 5 percent. One fee change that is proposed to be added is a commercial site plan review <br />fee, which is an escrow for minor modifications of existing building plans. The storm water and drainage <br />trunk fee was increased by 5 percent. Olson noted the fee for building permits is not changing but that a <br />valuation table will be included in the fee schedule. <br />In addition, municipal connection fees will have an approximate 10 percent increase. Olson stated the <br />City purchases their meters from Neptune and that the exact amount of increase is not known at this point. <br />Olson stated the City is contractually obligated to Neptune and will need to pay those connection fees. <br />Olson stated the connection to sewer system in adjacent city would apply to the Cities of Long Lake and <br />Wayzata, both of which charge a connection fee to Orono. That fee is then passed on to the residents. <br />Long Lake and Wayzata informed Staff in November that they do not anticipate an increase, but in the <br />event there is an increase, language has been included in the fee schedule to handle that. <br />The 2010 sewer connection at North Farm Road reflects an increase of 5.25 percent, which is the interest <br />rate of the outstanding special assessments. The 2009 Utility Projects at Myrtlewood reflects an increase <br />of 6.25 percent, which is the interest rate of the outstanding special assessments. <br />Olson stated the other changes include a permanent sign permit fee of $50, a fence viewer fee of $30, and <br />an increase in the individual and senior season pass rates for the golf course as well as an increase in cart <br />rental rates. <br />Mayor McMillan opened the public hearing at 7:37 p.m. <br />There were no public comments regarding this item. <br />Page 9 of 44 <br />
