Gappa ` ��� Engineer's Report <br /> Title Director of Public Services y <br /> �� <br /> Item Description: Request for Sanitary Sewer 680 South Brown Road <br /> Introduction <br /> We have received a request from the property owner at 680 South Brown Road for connection to <br /> sanitary sewer. This property is located on the east side of South Brown Road, 300' north of the <br /> South Brown Road/Weber Hills Road intersection and is adjacent to the Weber Hills Sewer <br /> Project. As part of the Weber Hills sewer project, a pressure sewer line will be installed in Weber <br /> Hills Road ending 150' west of South Brown Road. Connection of 680 South Brown Road to <br /> sewer will require extension of the Weber Hills sewer line east along Weber Hills Road and north <br /> along South Brown Road to reach this property. <br /> This property is an existing developed lot with a noncompliant septic system. The system needs <br /> to be replaced by December 31, 2002. The possibilities for septic sites are extremely 1'united on <br /> this property. Most of the property is wetland. There is only a small area of the property that is <br /> outside the 75' wetland setback for septic systems and this area is on a steep slope. <br /> Recommendations <br /> We are recommending sewering this property using one of the 50 sewer units available from the <br /> 1996 MUSA expansions comprehensive plan amendment. This property qualifies for sewer <br /> because it is an existing residential developed lot adjacent to a sewer project, has an existing <br /> nonconforming septic system, and no suitable areas are available for a replacement septic system. <br /> Connection of this property will require the extension of approximately 460' of 2" force main <br /> from the end of the Weber Hills project. A residential grinder pump station will also be required. <br /> The estimated costs for the sewer extension, to the property line, are $21,460. On past projects <br /> a $5,000 credit for the purchase of a residential grinder station was added to the assessment if the <br /> property owners wanted to be assessed for the grinder station costs. The property owners would <br /> then be provided with a check for $5,000 for the purchase and installation of their own grinder <br /> pump. The total estimated assessment including the grinder pump allowance would be $26,460. <br /> This could be assessed over a 15-year period at an estimated interest rate of 6.5%. The annual <br /> special assessment costs included in the property taxes would be approximately $2,800. <br />
