Phase I Ena�ironmental Site Assessment September 2, 2009 <br /> 10.0 CERT'IFICATIONS <br /> Carlson has completed this Phase I ESA for the exclusive use of the Blaine State Bank, and their <br /> agents for the Site located at 445 Bro��n Road South in Orono, Minnesota. The services performed by <br /> Carlson for this project have been conducted in a manner consistent with the level of skill and care <br /> ordinarily exercised by other members of the profession currently pracricina in this area. No other <br /> warranty, expressed or implied, is made. With some exceptions, this Phase I is presumed to be valid <br /> for at least 180 days prior to the acquisition of the Properry or (for transactions not involving an <br /> acquisition) the date of the intended transaction. <br /> We declare that, to the best of our professional kno��ledge and belief, we meet the definition of <br /> "environmental professional" as defined in §312.10 of 40 CFR312: and 12.13.2 and we have the <br /> specific qualifications based on education, training, and experience to assess a properry of the nature, <br /> history and settino of the subject properry (resumes included in Appendix I).
