JAMES E. ELDER
195 BROWN ROAD SOUTH
ORONO, MN 55356
April 23, 2003
Mr. Mike Gaffron
City of Orono
PO Box 66
Crystal Bay, MN 55323
Dar.. Gaffra::
I would like permission to clean out vegetation from a shallow pond on our property at 195
Brown Road South in Orono. Years ago, the pond was apparently dug in a fashion to give refuge
to water fowl, as there is an island in the center. The pond drains into a ditch running along the
Luce Line.
With your guidance and permission, I would like to restore the "doughnut" of water. I don't
know how deep the doughnut originally was, but I only wish to go down six to twelve inches. I
don't intend to use any machinery; I think I could handle it with a shovel and wheel barrow over
the next summer or two. I propose to use the diggings as top soil on our lawn or gardens over
time. I would store the dirt away from the pond and wetlands unless you direct otherwise. If
this meets with your approval, I further intend to build a rock retaining wall around the island
and doughnut for appearance.
I enclose some photos I took a few weeks ago, showing various perspectives. There was still
some snow and ice in the pond. My wife and I would gladly invite you to inspect the site
personally.
Home: 952.473-8788
Office: 612.671-0446
Sincerely yours, , (
James E. Elder, CFA ""
, ( ,
/
