Your efforts to remove invasive <br /> trees and beautify the property while maintaining soil and bank stability are appreciated. However, this <br /> type of clear cutting within 75-feet of the ordinary high water level (OHWL) of Lake Minnetonka requires <br /> permits as well as submittal of a restoration plan. <br /> Please submit a restoration plan for review and approval by City staff. The restoration plan should <br /> include the species, size and location of replacement trees within 75-feet of the OHWL. Tree species <br /> should be appropriate for the location, native to the area and should not be considered a noxious or <br /> invasive species, such as the buckthorn which was removed. The plan should attempt to create a <br /> natural shoreline and restore the level of vegetative screening which existed prior to your cutting efforts <br /> this fall. Please note, once the restoration plan is approved you will be required to submit an escrow <br /> check to the City in the amount of 150% of the improvements in order to guarantee follow through of <br /> the planting and restoration through the next growing season. <br /> Because this activity is considered a violation of City Code I am placing a deadline on submittal of an <br /> acceptable restoration plan. Please submit a detailed plan to me by December 20th which meets the <br /> above requirements.
