MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, December 14, 2015 <br />6:30 o'clock p.m. <br />13. #15-3774 MICHAEL STEADMAN OB/O IRWIN ACOBS,1700 SHORELINE DRIVE — <br />PRELIMINARY PLAT APPROVAL — RESOLUTION NO. 6569 (continued) <br />Gaffron stated there has been an application before the City for the last approximately six months but that <br />it was probably at least a year ago that it was first discussed. <br />Coward stated he has been involved in attending Planning Commission and City Council meetings since <br />late August or September when the process officially started. <br />Walsh stated he does agree with Council Member Levang that it is decreasing the hours by 40 percent but <br />that they are probably increasing the traffic through the neighborhood by 100 percent. Walsh stated these <br />are accommodations everyone thought about, discussed and felt were reasonable and now all of a sudden <br />everyone wants to talk about something different. <br />Coward stated not once during the time he sat at the meetings did he hear anything about a road that went <br />through the bluffs rather than over the bluffs. Coward stated in his view there has been misdirection. <br />Coward noted at the last meeting the Mayor said that a truck could not go down that road. Coward asked <br />how she knows that. <br />McMillan stated the road is something that a person could drive an ATV on and that there is no Class 5 <br />on it. McMillan stated she does not know how the City could legally require an alternative road when the <br />property owner is entitled to access over the public road. <br />Coward stated her opinion should have been that she does not want to be sued so she will not vote for it <br />and not to tell the residents that they cannot drive a truck on the road. Coward stated presumably the road <br />could easily be fixed to accommodate the traffic. <br />McMillan stated she has a number of problems with the road and that it would require the removal of <br />trees and the widening of it. McMillan stated the City is also not sure which lot will get developed first. <br />McMillan stated in her view the alternative road is a far-fetched idea and not really possible. <br />Coward asked why the Council talked about the bluffs then. <br />McMillan indicated the discussion about bluffs was not her idea and that she let other people talk about <br />that. <br />Coward stated the residents talked about bluffs because no one at the City said in front of the residents <br />that the discussion should be about the path not accommodating construction equipment. Coward stated <br />no one ever said that they could go through the bluffs and not over them. Coward stated he resents the <br />fact that the residents were not given this information and that he expects the City to have the facts about <br />this development and inform the residents so a good decision can be made. <br />Melanie Flessner, 1190 Heritage Lane, stated many changes have taken place in their neighborhood over <br />the past 50 years, which is apparently how long some of these codes have been in place. Flessner stated <br />there is now at least 35,000 cars on a daily basis going up and down County Road 15 and that it is a four <br />minute wait from Heritage Lane onto County Road 15. <br />Page 25 of 44 <br />
