DISPOSAL OF FORFEITED VEHICLE (continued) <br />Farniok stated they have kicked off a 12 for 12 campaign, which is an awareness campaign to help <br />eliminate fatalities on Highway 12 over the next 12 months. Farniok stated there will be more squad cars <br />visible on Highway 12 as part of that awareness campaign. In addition, the possibility of creating turn <br />lanes for northbound traffic on County Roads 90 and 92 is being considered as well as a roundabout. <br />Printup stated he would like to thank Senators Hertzog and Osmek for meeting with Commissioner <br />Lazelle for highlighting the issues and safety concerns with Highway 12. Printup stated the <br />Commissioner indicated he is receptive to the safety audit, which Police Chief Farniok was instrumental <br />in creating as it relates to the Orono section. <br />PLANNING DEPARTMENT REPORT — JON SCHWINGLER, REPRESENTATIVE <br />11. #15-3769 CHRIS LAPPEN AND KALLYN BIALOWAS, 3409 EASTLAKE STREET — <br />VARIANCES — RESOLUTION NO. 6567 <br />Senior Planner Gaffron stated the applicants are requesting variances for average Lakeshore setback, lake <br />setback, side yard setback, and hardcover in order to construct a detached garage. Due to the creek, this <br />property and the property to the east is considered a lakeshore lot. <br />The applicants originally proposed to construct a 2 -stall 21' x 21' detached garage to replace a similar <br />garage that had been removed by the previous owner some years ago. After the Planning Commission <br />review in October, the applicants revised their plans slightly be reducing the footprint from 2P x 2V to <br />20' x 20', reduced the roof pitch to provide some visual relief to the neighboring property owner, <br />increased the proposed side setback from 5 to 6 feet, increased the setback to the creek from 18.5 feet to <br />19.5 feet, and reduced the proposed hardcover from 49.6 percent to 48.89 percent where 61 percent exists <br />and 25 percent is allowed. <br />The Planning Commission recommended approval of the revised proposal given the fact that there are no <br />reasonable location alternatives and an attached single -stall garage would likely require similar if not <br />greater variances. <br />Comments have been received both for and against the proposal and are included in Council's packet. <br />Staff recommends approval of the application subject to the following: <br />Applicants are to remove all hardcover items as proposed, including reconstruction of the <br />driveway to meet the proposed hardcover percentage of 48.9 percent. <br />2. Grading and drainage plan to be carefully implemented to avoid impact to neighboring properties. <br />Levang asked what other configurations on the property were looked at. <br />Gaffron stated one possible location is bringing it closer to the house but that City Code requires a 10 -foot <br />setback between a principal structure and an accessory structure. Part of that setback is related to visual <br />impact and the other part is related to separation for fire safety reasons. <br />Page 17 of 44 <br />
