MINUTES OF THE � <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday, September 21,2015 <br /> 6:30 o'clock p.m. <br /> 10. #15-3782 ROBERT AND MONIQUE KANTOR AND STEPHEN OTTO,2165 AND 2185 <br /> WATERTOWN ROAD,LOT LINE REARRANGEMENT, 10:17 P.M.—10:32 P.M. <br /> Robert Kantor and Stephen Otto, Applicants, were present. <br /> Gaffron stated the Kantors are preparing to sell their home and have agreed to sell Steve Otto a portion of <br /> their property. The application before the Planning Commission is requesting a subdivision for a lot line <br /> rearrangement resulting in detachment of a 0.70 acre parcel from 2165 Watertown Road and reattachment <br /> to 2185 Watertown Road. This would result in 2165 remaining conforming at 2.0 acres dry buildable and <br /> 2185 Watertown to increase to 1.5 acres dry buildable. <br /> Access to the developed parcels in this neighborhood is unique and consists of a primary access for the <br /> four properties at 2075, 2145, 2165, and 2185 Watertown Road via Outlot A. The applicants have <br /> submitted septic testing indicating the existing system for 2165 is in compliance and the alternate site <br /> remains available. A wetland delineation has also been completed and indicates that the properties <br /> involved contain 0.20 acre of wetland, which wi11 all be part of the 2185 property upon completion of the <br /> lot line rearrangement. <br /> Staff recommends approval of the lot line rearrangement subject to the following: <br /> L The applicants granting new drainage and utility easements along the new lot boundary; <br /> 2. The applicants submitting a copy of the wetland delineation report to the City; <br /> 3. The applicant is required to file new deeds based on the new legal descriptions. <br /> Staff will work with the property owners and the City Attorney to ensure that the necessary documents <br /> are prepared and filed. The Planning Commission should hold the public hearing and make a <br /> recommendation to the City Council. <br /> Thiesse asked if there is any reason why that easement should not be vacated. <br /> Gaffron stated notice of that would need to be published and is not something that can be done tonight. <br /> The applicant indicated he had nothing to add. <br /> Chair Leskinen opened the public hearing at 10:32 p.m. <br /> There were no public comments regarding this application. <br /> Chair Leskinen closed the public hearing at 10:32 p.m. <br /> Landgraver moved,Lemke seconded,to recommend approval of Application No. 15-3782, Robert <br /> and Monique Kantor and Stephen OYto,2165 and 2185 Watertown Road, granting of a lot line <br /> rearrangement.
