MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday, September 21,2015 <br /> 6:30 dclock p.m. <br /> Thiesse stated the other concern he has is the number of dogs. Thiesse stated they do not have 1,000 feet <br /> around the building and that there should be some consideration to the fact that this abuts a residential <br /> area. <br /> Schoenzeit expressed a concern about the fact that the owners will not have 24-hour staffing from day <br /> one. Schoenzeit stated perhaps 24-hour staffing could become a function of how busy the facility is, and <br /> if the facility is half full, that could perhaps be a trigger for the 24-hour staffing. <br /> Landgraver asked what other types of businesses might operate 24/7. <br /> Barnhart stated the typical business will have six to seven impacts on the area, such as traffic, lights, and <br /> noise. Barnhart noted restaurants and bars would have later hours and generate traffic during the evening <br /> or night hours. <br /> Lemke stated his main concern is the traffic situation and that it will likely not be resolved tonight. <br /> Lemke stated he would like to see the drop-off area located in the back of the building. Lemke stated the <br /> Planning Commission should perhaps table this. <br /> Leskinen stated the Planning Commission would need to provide clear direction to the applicant if that is <br /> the way the Planning Commission would like to go. <br /> Lemke stated traffic is his main concern. Lemke stated the proposed use is not a perfect use of the <br /> property but it is a good use. Lemke stated he also understands the concerns of the neighbors but that in <br /> his view it is a good use of the property. <br /> Leskinen stated in her view it is a well thought out plan and appears to be a good use of the property. <br /> Leskinen stated at this point the applicants could go forward and take their chances with the Council but <br /> that it may be more productive to address some of these concerns. <br /> Thiesse asked if there is any possibility the outdoor play area could go away or be covered or enclosed. <br /> Lisa Larson stated financially that is not feasible far them at this time and that they are spending all their <br /> money on the construction and soundproofing. Larson stated they completely understand the issues and <br /> have painstakingly put together the rotation schedules for the play area and relief area. Larson stated the <br /> outdoor play area is not intended to be an area where the dogs will just run free. <br /> Thiesse stated if they have 73 dogs and half of the dogs bark once, that would be the equivalent of one <br /> dog barking for quite a while. Thiesse stated he wants the neighbors to be happy since this is the area <br /> where they live. <br /> Lisa Larson noted there would be no daycare on Saturday and Sundays and that the expected occupancy <br /> in year one for this type of business is 50 percent on average. <br /> Berg asked how many suites would be available for boarding on the weekends. <br /> Lisa Larson stated 55 suites are available far overnight. <br /> Mike Larson stated by the end of year one,they would expect a 50 percent occupancy rate. <br /> Page 27 of 46 <br />
