MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday, September 21, 2015 <br /> 6:30 dclock p.m. <br /> 3. The trash enclosure shall be constructed of materials consistent with the principal structure and <br /> located as approved by Staff. <br /> 4. The Fire Chief shall approve the location of the fire department connections. <br /> Berg asked how many dogs would be allowed in this building if they used 85 square feet for determining <br /> the number of dogs. <br /> Barnhart indicated it would be 73. <br /> Landgraver asked if it is 25 pound or 30 pound. <br /> Barnhart stated the applicant could clarify that. <br /> Thiesse asked if there is any concern with liquid waste. <br /> Barnhart stated that is not something that Staff has identified as a concern at this time but that the City <br /> Engineer could be consulted on that issue. The K-9 system is intended to mitigate smells and Staff will <br /> make sure there is no biohazard hazard with using that system. <br /> Michael Larson,Applicant, stated The Woofington is intended to be a very upscale dog gooming and <br /> daycare facility, such as a Ritz Carlton Hotel is. The intent is to have small dogs, which are 25 pounds or <br /> under. The American Kennel Association defines a small dog as being 25 pounds or under. Fifty-two <br /> percent of all households in America currently have dogs that are small breed, which is the only size <br /> category that has consistently grown since 1999. Larson noted other dog daycare facilities in the Twin <br /> Cities area place restrictions on smaller dogs, seven pounds or under, and others do not allow far pets 15 <br /> pounds or under. Larson stated by selecting small breed dogs, they automatically eliminate the top ten <br /> most dangerous dog breeds from a safety perspective, which will provide a greater level of safety for the <br /> dogs and staff. Larson stated in their view Navarre is the perfect place to have an upscale dog daycare <br /> and dog boarding facility. <br /> Lisa Larson stated they have warked on this project far a couple of years now and that it will be a million <br /> dollar project. Larson stated they are looking to create an upscale environment in Navarre. Larson stated <br /> she purchased her first house in Navarre, her family resided on Shadywood for a number of years, and <br /> that she really loves the coinmunity. Larson stated they want to bring the upscale nature of this business <br /> to Navarre. <br /> Lisa Larson stated in regards to the weight of the dogs, it will be 25 pounds and under but that the dogs <br /> can be overweight. Tbere will be a scale at the front desk to monitor that. Larson stated they also are <br /> planning to create 12 new jobs in addition to increasing the tax base for Orono. <br /> Michael Larson stated this location was chosen for several reasons, including traffic flow and visibility. <br /> The building is currently in a state of disrepair and is in near tear-down condition. Larson stated they see <br /> an opportunity to breathe new life into the building. Larson stated they are also envisioning removal of <br /> the hardcover in front of the building and adding some green space to the lot. Larson stated they also <br /> have a strong relationship with the Lake Mim7etonka Pet Hospital two doors down. <br /> Page 20 of 46 <br />
