Once the vegetation <br /> establishes and matures,the restoration area and the reinforcement should not be visible. <br /> The City Engineer has reviewed the applicants" plan and supplementary information. All concerns have <br /> been addressed with the most recent plan and information. <br /> City Staff has done an analysis of the applicable requirements for issuance of a conditional use permit. <br /> Staffls findings are outlined in the Staff report. If the Planning Commission has questions, the criteria <br /> should be discussed. <br /> Staff recommends approval of the application subject to compliance with the requirements of the <br /> Minnehaha Creek Watershed District. The Planning Commission should discuss the issues outlined in <br /> Staff's report, open the public hearing, and then make a recommendation to the City Council. <br /> Curtis displayed an aerial of the properties. <br /> Thiesse asked if there is any reason at this time the City should get involved with the city-owned property <br /> that is adjacent to this property. <br /> Curtis stated the City may potentially if it will provide an opportunity for some cooperative restoration <br /> but that has not been addressed by the City Engineer. <br /> Dale Gustafson stated he had nothing to add to Staff's report. <br /> Chair Leskinen opened the public hearing at 7: 38 p.m. <br /> There were no public comments regarding this application. <br /> Chair Leskinen closed the public hearing at 7:38 p.m. <br /> Leskinen stated the report appears to be very straight forward and that she does not have a problem with <br /> it. Leskinen stated in her view it will help protect the slope from future failure, and if there is no visual <br /> impact, she does not see any reason why the applicants should not move forward with it. <br /> Lemke moved, Thiesse seconded, to recommend approval of Application No. 15-3725,Dale <br /> Gustafson on behalf of Douglas and Roban Smith, 4195,4175, and 4167 Highwood Road, granting <br /> of a conditional use permit and setback variance.
