i <br /> , MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,August 17,2015 <br /> 6:30 o'clock p.m. <br /> ROLL CALL <br /> The Orono Planning Commission met on the above-mentioned date with the following members <br /> present: Chair Denise Leskinen, Commissioners Kevin Landgraver, Bruce Lemke,Loren Schoenzeit, <br /> Jon Schwingler, John Thiesse, and Alternate Janice Berg. Representing Staff were Community <br /> Development Director Jeremy Barnhart, Senior Planner Michael Gaffron, City Planner Melanie Curtis, <br /> and Recorder Jackie Young. City Council Member Lizz Levang was present. <br /> CONSENT AGENDA <br /> Leskinen noted there were a number of items listed in the City's legal notice that are not on tonight's <br /> agenda. That includes the following items: File 15-3735, 4195, 4175, and 4167 Highwood Road; <br /> 15-3742, 1100 Millston Road; 15-3769, 3409 East Lake Street; 15-3775, Amendment to Zoning Code <br /> Chapter 78. <br /> Leskinen stated the only item on tonight's Consent Agenda <br /> Schwingler moved,Landgraver seconded,to approve the Consent Agenda as submitted. <br /> VOTE: Ayes 6,Nays 0. <br /> *1. APPROVAL OF PLANNING COMMISSION MEETING MINUTES OF JULY 20,2015 <br /> Schwingler moved,Landgraver seconded,to approve the minutes of the Orono Planning <br /> Commission meeting of July 20,2015,as submitted. VOTE: Ayes 6,Nays 0. <br /> NEW BUSINESS <br /> 2. #15-3733 SHARRATT DESIGN COMPANY,LLC, ON BEHALF OF JAMES AND <br /> KATHLYN WYMAN, 1185 FERNDALE ROAD WEST,VARIANCE,6:35 P.M.—7:05 P.M. <br /> Michael Sharratt, Sharratt Design, was present. <br /> Curtis stated the applicants are proposing a two-story garage addition on the west side of the home at a <br /> conforming setback. The new driveway extension to access the garage requires a setback variance from <br /> the wetland. The driveway is proposed to be constructed as close as 12 feet from the wetland where a <br /> 35-foot setback is required. A portion of the new driveway is also proposed to be constructed within an <br /> existing sanitary sewer easement. <br /> Staff has provided an analysis of the practical difficulty within the staff report. The Planning <br /> Commission should discuss the criteria if they feel it is appropriate. <br /> Further, Staff finds that the"land locked"condition of the property,the location of the existing driveway <br /> access point and home, and the proximity of the wetland to the driveway and home create practical <br /> difficulties making conforming development of the property challenging. The applicant's proposal to <br /> construct a driveway to serve the new addition within the wetland setback will not extend closer to the <br /> wetland than the existing driveway. It does not appear construction of the new driveway will adversely <br /> affect the stormwater storage and drainage on the property. <br /> Page 1 of 43 <br />
