The property is zoned B-1 Retail Sales; those uses are not permitted. <br /> To facilitate their business,the applicants propose an amendment that defines their business <br /> and allows it by conditional use permit in the B-1 zoning district. The applicants feel that their <br /> proposed business is appropriate in the B-1 zoning district, given the proximity to public <br /> highways,the required setbacks of the district and the intensity of their use compared to other <br /> uses of the district. <br /> The B-1 zoning district provides locations for a wide range of retail and service businesses <br /> adjacent to highways and public sanitary sewer. The majority of B-1 zones are in the Navarre <br /> area. <br />
