, � <br /> Conservation Design <br /> 1. Development Steps <br /> The purpose and intent of this conservation design is to meet the goals of the City of <br /> Orono's Environmental. Protection and Natural Resource Management as specified in the <br /> Commuruty Managernent Plan (CMP). In general, these goals pertain to water quality, <br /> wetland protectian, and preservation and the enhancement of the "rural character" of the <br /> City. Emphasis is also placed on the preservation of open spaces in Orono. These open <br /> areas includ.e but are not limited to woodlands, wetlands and wildlife habitat. <br /> Additionally, the City of Orono's Zoning Code further describes the intent of the <br /> conservation design as to reinforce and establish ecological connections throughout the <br /> City and preserve and improve the aesthetic views of Orono. <br /> Subcategories that are listed within the Environmental Protection section of the CMP <br /> help to detail more specific individual gaals and guidelines which can be related to the <br /> overaii goals Iisted above. Pertinent to this project, the subcategories emphasize <br /> development densi�ies, which require no Iess than two acres per one home. This <br /> regulation is enforced in order to maintain the historic identity and character of Orono. <br /> Low density developments will assist with the preservatian of open spaces and, from a <br /> sewer and water systems standpoint, will protect groundwater, and surrounding lalces and <br /> other surface waters. It is also empha�ized that the primary method of sewage treatment <br /> and disposat within the rural area will be individual on-site systems. <br /> Goals for Environmental Protection and Natiu�al Resource Management a.s specified in <br /> the Community Management Plan pertain to water quality and wetland protection and <br /> preservation and enhancement of the "rural characte�" of the City. Four (4) lots aze <br /> proposed far the 30 acre site. To preserve the open, rural character, these lots will atl be <br /> at least 2 acres in size. Speciftcally the proposed sizes will range from 2.19 acres to 3.59 <br /> acres in size. A remaining Iot with the e�cisting residence which is to remain will be 20.14 <br /> acres. Homes w-ill be situated such that there will be negligible effect on the existing trees <br /> with an even greater emphasis an avoiding the high quality maples and basswaods onsite, <br /> and Lot number 4 (20.14 acres) is almast entirely Iocated outside of the maple basswood <br /> forest area. One wetland will be impacted for the extension of Heritage Lane which will <br /> occur on a previously planned and dedicated street easement. <br /> The area is served by City sewer so no onsite septic systems will be required. <br /> The existing landscape of the site is a mixture of forest, wetland, and shoreline as well as <br /> a residence with a manicured Iawn. The trees consist of green ash, boxelder, sugar maple, <br /> basswood, black willow,and comman buckthorn,among others. <br /> The dominant vegetation in the wetland community of the property are invasive species, <br /> including reed canary grass and nanow leaf cattail.
