There is an over <br /> � � Shallow marsh flow swale to the west but it is not <br /> � and Fresh wet apparent on aerial phatos and maps if the <br /> ! ' meadow basins in the surrounding area have <br /> connections. <br /> ! Wetland B PEMA 1 Y This wetland is iarger than it appears on <br /> � Fresh wet maps and aerial photos. It overtlows to <br /> meadow the west and to a wetland on the west side <br /> � of the road. There are no apparent <br /> � connections between the basins in the <br /> � surroundin area. <br /> Wetland C PEMA 1 Y This is an isolated basin on tfie property to <br /> I and D Fresh wet the north that encroaches on the site in <br /> � meadow two places. On site it is mowed and <br /> maintained as lawn. Off-site the basin is a <br /> � cattail marsh. <br /> ( We�and E PEMA 1 Y This basin is a slight depression in the <br /> I Fresh wet center of the site dominated by reed <br /> � I meadow canary grass. <br /> I <br /> I <br /> i <br /> i <br /> Jurisdiction <br /> � Table 1 indicates whether the wetlands are isaiated or not for purposes of U.S. Army Corps of <br /> � Engineers (COE�jurisdiction under Section 404 of the Clean Water Act. This determination is <br /> made by BES in the field at the time of the delineation and is essentially our best professiona! <br /> � opirtion based on the portion of the particular wetland we observed. In some cases, only a <br /> ' small portion of the wetland edge that is present on the property being delineated is evaluated. <br /> � If no inlets or outlets are observed in the evaluated area, and none are evident on topographic <br /> maps or aeria! photos, we are inclined to determine the wetland is isolated. However, since the <br /> entire wetland is sometimes not assessed, it is possible that inlets and/or outlets do exist and <br /> that the wetland has a surface connection to a federal °navigable"water and, thus, falls within <br /> the jurisdiction of Section 404. Therefore, a detennination by BES of whether a particular <br /> wetland is isolated or not should not be considered a frnal determination with regard to COE <br /> jurisdiction until the COE concurs with the determination. The basins do not have any obvious <br /> connections to other wetlands or waterways beyond the surrounding area. The COE wilf should <br /> not take jurisdiction over the wetlands on this site. <br /> 5 <br />
