M <br /> ' MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,June 15,2015 <br /> 6:30 o'clock p.m. <br /> Stickney stated in his view there were some misconceptions about the driveway on the north end of the <br /> property to access Lot 2, Block 2, which has since been removed. Stickney stated that route was basically <br /> impossible to his standards in that it would have gone through the highest concentration of trees on the <br /> site, which has been avoided. Stickney stated originally he had two septic sites in that area but those have <br /> been relocated to reduce the tree loss. <br /> Stickney indicated he has been tweaking the design to make sure that there is minimal impact on trees, <br /> and whenever a tree is removed, two trees will be planted as replacement. <br /> Stickney stated another option he had was to change the layout to include prairie lots, but that was <br /> unacceptable to the owners of the property. Stickney stated the prairie land is sacred to the property <br /> owners and that they want that area preserved. <br /> Sticlrney stated on his plan, all the driveways, the septic sites, and the home sites are showing a minimal <br /> loss of trees. Stickney indicated he will also be planting additional trees for screening and the roadways <br /> will be lined with trees. Stickney stated the plan is that the lots will be camouflaged and to locate the <br /> septic sites and driveways in places that will help ensure there will be a zero loss of trees. Preservation of <br /> the trees is one of the major concepts of this development and there is a very strict tree preservation and <br /> replacement covenant to further help preserve the trees. Stickney noted the covenants will dictate where <br /> the building pads and driveways will be. <br /> Stickney indicated he has walked the entire property and that they have identified the invasive species that <br /> need to be removed. Stickney stated the Medina piece will be planted with prairie grasses next spring, <br /> with all of the invasive plants being sprayed as soon as possible. Stickney indicated they will be burning <br /> the prairies on the Orono portion in the spring, followed by a replanting of native plants. <br /> Stickney stated as it relates to the wetlands,the Watershed District walked the site with Frank Svoboda on <br /> Thursday and Friday. A small amount of wetland was added and all invasive species will be taken care of <br /> and managed. <br /> Page 5 of 79 <br />
