The pu�pose of this <br /> section; is to prornote the pub�ic hea�th, �afety, and geaeraz <br /> welfare by provic�iag �or the wise subiYivision, use and development <br /> of shore�.ands abutting pubXic waters that exi�t within the City's <br /> corporate boundaries.
