Staff seeks authorization to prepare an ordinance amendment to allow clinics in businesses <br /> districts other than 64, in part as response to Councilmember Cornick Jr's comments, summarized <br /> below. <br /> Background. On June 8th, the Council amended the definition of Beauty and Barber Shops to read: <br /> "Barber Shops and eeauty Shops means a commercial establishment offering cosmetology <br /> services which may include hair cutting, coloring, or styling, make-up application or consultation, <br /> manicures, and pedicures, and/or which may offer therapeutic massage and body and/or facial <br /> treatments such as body packs or wraps, exfoliation, cellulite or heat treatments, body toning, waxing, <br /> tanning, aromatherapy, cleansing or medical facia/s, non-surgical face lifts and other non-surgical <br /> cosmetic procedures, electrical toning and electrolysis. Hydrotherapy and steam or sauna facilities, <br /> nutrition and weight management, and exercise instruction may be provided in conjunction with such <br /> therapeutic massage and body and/or facial treatments."Emphasis added <br /> Noting a number of hair removal businesses, Council member Cornick questioned the appropriate <br /> locations for hair restorative businesses, and if they would be classified within the newly created <br /> definition. <br /> Reviewing the definition, Staff believes they are not. They key phrase is"non-surgical cosmetic <br /> procedures". It is staffs understanding of hair restoration that it is a minor surgical procedure, often <br /> within a doctor's office or clinic. Those are allowed in Orono as a permitted use in the B-4 and B-5 <br /> zoning districts.
