(b) Required. The requirements of section 78-966 are not intended to govern the norrnal and customary <br /> riprap of lakeshore property. It is unlawful for any person to riprap lakeshore property within the iimits <br /> of the city without a permit issued by the city engineer. Any unusual riprap shall be referred by the <br /> city engineer to the planning commission and the c:ouncil for action in accordance witfi this chapter. <br /> {c) Application for permit.
