MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,October 19,2015 <br /> 6:30 o'clock p.m. <br /> McGrann asked how many dogs they anticipate having outside or what the rotation will be for the number <br /> of dogs in the northwest relief area. <br /> Michael Larson indicated it would be a maximum of ten. <br /> Lisa Larson noted there are 54 suites. <br /> McGrann asked if they are anticipating having dogs out there consistently. <br /> Michael Larson stated they did provide a rotation schedule to the Council and that they are anticipating <br /> dogs being out there every hour and a half and then 45 minutes off. <br /> Landgraver noted the applicants have created this additional nighttime relief area in response to the <br /> concerns of the neighbors. <br /> Lisa Larson stated the suites will also be sheetrocked pods and will be completely insulated with full- <br /> glass doors on the front to help contain the noise within the pod. The indoor play space will also have <br /> thick rubberized flooring to help mitigate the noise. <br /> Acting Chair Landgraver opened the public hearing at 6:50 p.m. <br /> There were no public comments regarding this application. <br /> Acting Chair Landgraver closed the public hearing at 6:50 p.m. <br /> Schoenzeit stated in his view this is a good use of the space, but the one question he has is why the <br /> signage is not part of this application. <br /> Barnhart stated a conditional use permit gives the City the authority to issue a permit for the signage on <br /> the property and that Staff has not reviewed it per City Code at this point. <br /> Lemke asked if the only access to the outdoor play area is through the garage door. <br /> Michael Larson stated to the north of the garage door there will be an access door. <br /> Lemke asked if the garage door is there for a purpose and whether it will be open during the summer. <br /> Michael Larson stated on the days during the summer when it is nice out with a good breeze,they would <br /> like to open the door to bring in some fresh air. <br /> Lemke stated the applicants have done what the Planning Commission requested at the last meeting and <br /> that he likes the improvements and in his view it is a good use of the building. <br /> McGrann asked if the public comments received on the telephone related largely to the noise. <br /> Barnhart stated they primarily related to the potential noise issue. Barnhart noted some of the phone calls <br /> came from people who also spoke at the public hearing. <br /> Landgraver asked how long after the 7 p.m. closing time the dogs would be out in the side yard. <br /> Page 4 of 29 <br />
