MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,October 19,2015 <br /> 6:30 o'clock p.m. <br /> ROLL CALL <br /> The Orono Planning Commission met on the above-mentioned date with the following members present: <br /> Acting Chair Kevin Landgraver, Commissioners Bruce Lemke, Christopher McGrann, and Loren <br /> Schoenzeit. Representing Staff were Community Development Director Jeremy Barnhart, Senior Planner <br /> Michael Gaffron, City Planner Melanie Curtis, and Recorder Jackie Young. Council Member Walsh was <br /> present. <br /> Acting Chair Landgraver opened the meeting at 6:30 p.m., followed by the Pledge of Allegiance. <br /> CONSENT AGENDA <br /> *1. MINUTES OF THE ORONO PLANNING COMMISSION MEETING OF <br /> SEPTEMBER 21,2015 <br /> Lemke moved,McGrann seconded,to approve the minutes of the Orono Planning Commission <br /> meeting of September 21,2015, as submitted. VOTE: Ayes 4,Nays 0. <br /> OLD BUSINESS <br /> 2. #15-3780 MICHAEL AND LISA LARSON,3596 SHORELINE DRIVE,CONDITIONAL <br /> USE PERMIT,6:33 P.M.—7:02 P.M. <br /> Michael and Lisa Larson, Applicants, were present. <br /> Barnhart noted this is a review of an application that was tabled last month. The applicants tonight are <br /> presenting revised plans for the Woofington, which is an indoor dog daycare, dog boarding, and dog <br /> grooming business. The proposed use will operate out of an existing building that is currently vacant <br /> with the exception of a small portion of it that is being used by the owner of the building in conjunction <br /> with his dry-cleaning business. <br /> The applicants are proposing up to 73 dogs maximum, which is a ratio of one dog per 85 square feet. It <br /> will be an upscale dog pet care facility and includes approximately 1,000 square feet of an indoor play <br /> area as well as a couple of smaller outdoor relief areas. The applicants do propose some exterior <br /> improvements to the building, such as awnings, paint, signage and lighting. <br /> At the September Planning Commission meeting, the public expressed some comments and concerns <br /> associated with noise. The applicants have developed some mitigation strategies for dealing with the <br /> noise and will present their proposals this evening. <br /> Barnhart displayed a layout of the building and noted that changes to the plan include relocating the <br /> entrance to the building to the northwest corner away from the intersection of Shoreline and Blaine and <br /> installation of a fence that would screen an outdoor relief area. Other improvements include removal of <br /> the asphalt parking lot located in the front of the building and replacing it with grass, installing awnings <br /> and signage. All signage will need to meet City Code requirements. The parking lot located on the north <br /> side of the building will be repaved and will remain the same size. The sidewalk will also be shifted to <br /> the northwest side of the building. <br /> Page 1 of 29 <br />
