The 501(c)(3) <br /> was an attempt to identify someone who had gone through some steps to attain that. <br /> Berg noted a 501(c)(3) has to be approved by the Internal Revenue Service. <br /> Landgraver stated in his view it would be better for the Council to have that kind of list so the door is not <br /> open to every organization that comes through. <br /> Thiesse asked if they have to define who it is if the community sees it as a benefit. <br /> Barnhart stated there is some benefit to limiting or identifying what the parameters are. Barnhart stated <br /> the idea with the 501(c)(3)was to limit it in some fashion. <br /> Leskinen stated the 501(c)(3) also helps to designate the organization as a bona fide organization. <br /> Chair Leskinen opened the public hearing at 11:07 p.m. <br /> There were no public comments regarding this application. <br /> Chair Leskinen closed the public hearing at 11:07 p.m. <br /> Landgraver moved, Lemke seconded,to recommend approval of Application No. 15-3776,City of <br /> Orono,Amend City Code Pertaining to Temporary Signs with the language in the draft ordinance <br /> with the deletion of the word interim use permit and just have it be a permit basis VOTE: Ayes 6, <br /> Nays 0. <br /> 11. #15-3777 NAVARRE COMMUNITY INITIATIVE,CONDITIONAL USE PERMIT, <br /> SIGNAGE ON PUBLLIC PROPERTY, 11:09 P.M.— 11:12 P.M. <br /> Barnhart stated the Navarre Community Initiative is holding a"Bike Navarre"community event <br /> intended to promote the bike and walkability of the Navarre area. A secondary component of the event is <br /> a re-introduction of the area businesses to the community in the hope that the event may grow and the <br /> businesses flourish. <br /> To promote the event, the Navarre Community Initiative is proposing to place signs within area <br /> businesses and adjacent to the public art they have in area rights-of-way and in city parks. The ordinance <br /> allows placement of signs in the right-of-way under the City's jurisdiction with a conditional use permit. <br /> The signs will be approximately 2'x 4' and are not proposed to be lit. The signs will be either A-frame <br /> type signs or attached to temporary posts. The signs will be removed after the event, which is planned for <br /> September 20, 2015. <br /> Staff finds the placement of signs for less than 10 days in area parks is appropriate and will not negatively <br /> impact the surrounding area. <br /> The Planning Commission had no questions for Staff. <br /> Chair Leskinen opened the public hearing at l l:ll p.m. <br /> There were no public comments regarding this application. <br /> Page 42 of 43 <br />
