MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,August 17,2015 <br /> 6:30 o'clock p.m. <br /> Thiesse noted those would be visible to the neighborhood. <br /> Gronberg stated they will try to have some type of decorative wall, but if the neighbors would like to have <br /> screening,they could also plant trees along there to hide it. <br /> Leskinen asked if there are any alternatives to the walls. <br /> Thiesse noted it is a 3:1 slope and that the walls are probably necessary. <br /> Gaffron stated it would require having a slope out into the neighboring property if a wall was not <br /> constructed. Gaffron stated there will be impacts to the neighboring property regardless if the wall is <br /> constructed or not. <br /> Leskinen asked whether the Planning Commission should recommend conservation easements over the <br /> tree stands identified in the Conservation Design report. <br /> Gaffron recommended requiring conservation easements around different areas that would not impact <br /> people building homes. <br /> Landgraver noted the applicant was open to restrictions over those areas. <br /> Leskinen stated to the extent the Planning Commission could ask for that,that should be done. <br /> Leskinen stated Item No. 6 relates to a trail connection corridar. Leskinen noted the neighborhood is not <br /> in favor of that. <br /> Gaffron stated if the neighborhood is not in favor of it,there is no reason to do it. <br /> Leskinen stated Item No. 7 is obtaining wetland boundary and buffer width confirmations from the <br /> Minnehaha Creek Watershed District. Leskinen noted the Planning Commission has already discussed <br /> that and it should be required. <br /> Item No. 8 stated the Conservation Design Report as submitted appears to be incomplete and contains <br /> errors. A complete version should be provided for review prior to Council review of the preliminary plat. <br /> It was the consensus of the Planning Commission to require that. <br /> Leskinen stated as it relates Item No. 9,the engineering items, Mark Gronberg has already discussed <br /> those. <br /> The Planning Commission had no other concerns at this time with the application. <br /> Chair Leskinen reopened the public hearing at 10:42 p.m. <br /> Byrnes stated when they talk about the two cul-de-sacs,the challenge is with the buses. If the new road is <br /> going to be class five gravel and there is no final layer of asphalt,the bus company will not turn around. <br /> Page 39 of 43 <br />
