MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,August 17,2015 <br /> 6:30 o'clock p.m. <br /> Melanie Flessner asked who would be looking at it. <br /> Leskinen stated it is easier for the Planning Commissioners to have an open discussion without input from <br /> the public at this point. Leskinen requested the public hold their questions and that she could reopen the <br /> public hearing later if need be, but first the P(anning Commission needs to have a discussion first. <br /> Berg stated if there are alternatives,they need to be looked at. <br /> Leskinen asked if that is something that both the developer and City Engineer can explore. <br /> Thiesse stated the City Engineer could also look at it but that he would hope the developer would be open <br /> to exploring it. <br /> Lemke stated it should be the primary onus of the developer to come up with some alternatives and that it <br /> should not be the responsibility of the City Engineer. <br /> Landgraver stated it seems reasonable for a developer to assume that they could access a public road for <br /> construction. Landgraver stated for the Planning Commission to require them to find another route might <br /> be without a precedent but that perhaps the Planning Commission can still ask for it. Landgraver stated <br /> what they are doing is squeezing the air out of one part of the balloon in terms of County Road 15 and <br /> pushing it down to another part. Landgraver stated they might end of solving it for this neighborhood but <br /> pushing it off somewhere else. <br /> Lemke asked if the pathway is a better alternative. <br /> Landgraver stated they are both bad. <br /> Thiesse noted they would only be driving by one family rather than a number of families and that the <br /> developer needs to look at it to see whether it can be done. <br /> Lemke commented there could also be restrictions placed on the time of construction traffic. <br /> Leskinen stated she is not sure whether that is within the City's authority given the fact that an ordinance <br /> already exists governing that. <br /> Landgraver noted the City dealt with a similar situation on Watertown Road where they limited the time <br /> when trucks could deliver fill. <br /> Leskinen stated there are potentially some options to limit it. <br /> Lemke asked if it would make sense to table the application pending further investigation. <br /> Leskinen stated that goes without saying and that the number one question is an alternative access to these <br /> homes during construction. Leskinen noted Staff's report contains a number of items that need to be <br /> discussed and that the Planning Commission should attempt to go through those before tabling the <br /> application. <br /> Page 37 of 43 <br />
