MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,August 17,2015 <br /> 6:30 o'clock p.m. <br /> bluff. The bluff will need to be analyzed further. The proposed driveway extends approximately 275 feet <br /> from the new cul-de-sac. <br /> Lot 4 contains the existing residence and accessory buildings and consists of just over 20 acres in total <br /> area. <br /> Lots 1 through 3 are proposed to be accessed from the west via a public road extension of Heritage Lane. <br /> There are 13 homes located on Heritage Lane,which are governed by a homeowners association. Gaffron <br /> noted two letters have been received from property owners within the homeowners association regarding <br /> this development. <br /> A tree survey has been completed in the area of the proposed cul-de-sac, and a majority of those trees will <br /> be removed. Retaining walls are being shown on either side of the road. The City Engineer has listed a <br /> number of issues that will need to be addressed as part of this development. <br /> The road corridor as proposed is 50 feet in width, which meets the City Code. The extension width is <br /> shown at 24 feet, which matches the existing width of Heritage Lane. Code would require a public road <br /> that serves more than 10 dwelling units to be 32 feet in width. Staff does not believe there is any logic in <br /> suddenly ending a 24-foot wide road and starting a 32-foot wide road, so Staff is expecting the new road <br /> will be at 24 feet width as welL The proposed road extension would be platted as a public road. <br /> In the Conservation Design Report there are a number of things that need to be updated. Gaffron <br /> suggested the applicants be asked to address that. Staffls concern is that there are a number of significant <br /> tree stands that are not addressed in terms of a conservation management plan and it may be prudent to <br /> look at some sort of conservation easement around the perimeters of the property or in certain select <br /> areas. <br /> Although the Park Commission has not reviewed the proposed plat, it is anticipated that no land for a <br /> public park is required. The CMP does not identify any proposed trails along County Road 15 but the <br /> property does abut the Dakota Rail Regional trail. It may be worthwhile to have a discussion as to <br /> whether a trail connection corridor should be dedicated from the new cul-de-sac to the trail for <br /> neighborhood use. The Park Dedication fee for the three new building lots would be $5,550 per lot for a <br /> total of$16,650. <br /> Creation of the public road extension will require stormwater management measures. The wetland <br /> boundary delineation report has been submitted for review and approval by the MCWD and approval has <br /> not yet been received. The City will require a Conservation and Flowage Easement over each of the <br /> wetlands as well as impose standard wetland setback requirements. <br /> The applicant has suggested that they would like to establish a joint use dock on Smith's Bay south of <br /> County Road 15 to provide access for larger boats. Whether such a dock could be established is outside <br /> the scope of this subdivision review and a separate application would need to be filed with the City. <br /> The Planning Commission should discuss the following: <br /> 1.
