MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,June 15,2015 <br /> 6:30 o'clock p.m. <br /> lots,which is evidence of good faith that this is not a charade. Watson stated those are not trivial things <br /> and are things that require a super majority, which makes it difficult to amend. <br /> Landgraver stated the Big Woods has been a very important part of Orono, and that in his view the <br /> Planning Commission has asked about as much as they can from the developer. <br /> Lemke stated the effort made by Mr. Stickney is wonderful and that he appreciates all the preservation <br /> efforts being taken. Lemke stated in his view the developer recognizes that this is an important piece of <br /> property to Orono. <br /> Thiesse stated he would also like to commend Mr. Stickney for listening to the concerns. <br /> Thiesse moved,McGrann seconded,to recommend approval of Application No. 15-3739, George <br /> Stickney of BPS Properties,LLC,300 Sixth Avenue North,granting preliminary plat approval, <br /> subject to the recommendations outlined in Staffls report dated June 10,2015, and subject to <br /> mandatory screening on Lot 3,Block 2. <br /> McGrann asked if the Planning Commission should include some specific direction about the screening. <br /> Gaffron stated based on the discussion tonight, Staff can draft some specific conditions. Gaffron noted <br /> the City Council will also be reviewing this application. <br /> VOTE: Ayes 6,Nays 0. <br /> NEW BUSINESS <br /> 3. #15-3716 DALE GUSTAFSON ON BEHALF OF MARK AND KRISTEN ANDERSON, <br /> 3850 WATERTOWN ROAD,CONDITIONAL USE PERMIT,7:47 P.M.—8:10 P.M. <br /> Mark Anderson,Applicant,was present. <br /> Curtis stated in June of 2014, the property owners received approval of a conditional use permit to import <br /> approximately 10,000 cubic yards of fill to the site. During the course of the project,the amount of <br /> material imported to the site exceeded the approved amount by approximately 7,000 cubic yards. The <br /> City stopped the work and required the property owner to apply for an amendment or an after-the-fact <br /> conditional use permit to address the additional fill. <br /> The applicant has provided a revised plan and wetland delineation addressing the additional fill brought to <br /> the site and further requests approval in order to import approximately 3,000 cubic yards more to <br /> complete the project. The project contemplates creating both a level paddock for their horses west of the <br /> barn and a more gradual slope from the barn to the wetland to ease in planting a crop over the newly <br /> graded slopes. <br /> The City Engineer has reviewed and provided comments regarding the revised plan which Staff believes <br /> addresses the concerns raised by the neighboring property owner. <br /> By Code, conditional permitted uses must be reviewed using the criteria found in Section 78-916. <br /> Specifically Staff finds that a number of the criteria are applicable, such as Criteria 6, 7, and 8 in this <br /> Page 9 of 53 <br />
